The government wants to introduce a one-time coal allowance in the amount of PLN 3,000 – according to the draft included in the government’s legislative work list. The allowance will be granted to farms where the main source of heating is a coal stove.

In the list of legislative and program works of the Council of Ministers on Monday evening, information was published on the draft act on the carbon supplement – it provides for the introduction of a one-time carbon supplement in the amount of PLN 3,000.

The allowance will be granted to a household where the main source of heating is a solid fuel boiler, fireplace, goat, air heater, kitchen stove, stove, coal stove or tiled stove for solid fuel, powered by hard coal, briquette or pellets containing at least 85 percent coal stone.

It was emphasized that the proposed regulation aims to provide support for a large group of households in Poland, including the poorest in terms of energy, in covering part of the costs resulting from the increase in prices on the energy market, including fuel costs.

The carbon allowance is intended to support households

According to the Ministry of Climate and Environment responsible for the project, the proposed financial support in the form of a carbon allowance will support household budgets and increase the feeling of energy and social security.

“Thus, it will contribute to limiting the negative effects of the international situation on those households for which the main heat source is powered by coal or carbon-based fuels” – he added.

The draft emphasizes that a necessary condition to obtain a carbon supplement is obtaining an entry or reporting the source of heating to central register of the emissivity of buildings (CEEB).

Regulations related to the carbon additive

According to the project, The deadline for submitting applications for the payment of this allowance is November 30, 2022and the municipality has a maximum of one month to pay the allowance granted. It has been added that the application form for the payment of the carbon allowance will be specified in the regulation. It was explained that such a solution is aimed at reducing the burden on communes and standardizing the form.

An additional regulation aimed at facilitating the implementation of payments to municipalities is the award of the allowance “with the help of information, without the need to issue an administrative decision”.

As indicated, the information provided in the application for the payment of the carbon allowance is submitted under penalty of perjury. Thanks to this clause, the authorities have the right to take appropriate actions in the event of an attempt to extort the benefit – it was explained.

“Due to the fact that the carbon allowance is intended to support households in connection with the need to purchase coal in the face of rising coal prices, and is not the income of members of these households, the draft provides for regulations exempting this benefit from personal income tax, excluding it from enforcement, or resulting in not taking it into account when calculating the amount of income achieved “- stated in the list.
