“The fund that was supposed to help them, that they trusted, behaved like their perpetrator of violence” – this statement by a member of the Intro Association reflects the mood in organizations that did not receive money from the Justice Fund. The leaked recordings of officials from the previous government reveal an image of an institution in which the competitions were simply fixed.

Organizations helping crime victims lost Justice Fund competitions. The money went to political campaigns or pots. Victims of violence were left with nothing.

– It wasn't supposed to be us, it was supposed to be someone else – said Magdalena Stańczyk, president of the Quisisana Association. – The fund that was supposed to help them, that they trusted, behaved like their perpetrator of violence – commented Małgorzata Osipczuk, psychotherapist and president of the Intro Association.

The moment of submitting applications to the Ministry of Justice was already thought-provoking

In 2019, without explanation, the Ministry of Justice invalidated one of the competitions, i.e. took away the chances of winning money. – If something doesn't work, we take away the right to conduct this activity – said Zbigniew Ziobro, former Minister of Justice and Prosecutor General, during the rule of Law and Justice.

The Intro Association had no money to subsidize the rent for women who fled violent homes with their children. – And suddenly overnight they were deprived of it – recalled Małgorzata Osipczuk.

The moment of submitting applications to the Ministry of Justice was already thought-provoking. – We arrived at this window with two large binders, and the lady from the Ex Bono Foundation was just standing there with a very slim, single envelope. And she didn't remember the address of her foundation, said Małgorzata Osipczuk. It could have been suggested by a reporter of the “Black and White” program who reached the foundation's headquarters in Opole. The one who won against the Quisisana Association.

– One signature of an official ruined all this work, and yet at the end of this entire chain of help there is a man with his own tragedy – emphasized Jarosław Szychliński, secretary of the Quisisana Association. A man who previously used money from the Fund to pay, for example, a lawyer or a psychologist.

Five years ago, the Quisisana Association received money for training, but no money for helping victims. Branches of the organization were closed down in many cities. Those who helped the victims lost their jobs and sources of income.

La Strada was supposed to be a “fig leaf”

The leaked recordings show that Ministry of Justice officials were looking for a “fig leaf”. It was supposed to be the La Strada Foundation, which helps victims of human trafficking, although it did not take part in the competition.

– A fig leaf? Well, it was a bit unclear to me, how could anyone imagine that what? That they will suddenly transfer money to the organization's account? – commented Joanna Garnier, vice-president of the La Strada Foundation.

The fig leaves failed to cover up the abuse.

– Redirecting this river of money towards your pets is one thing. (…) There was a kind of persecution of organizations that Minister Ziobro did not like, pointed out Małgorzata Osipczuk.

This is what Mrs. Małgorzata called, among other things, summoning prosecutors and initiating administrative proceedings for the alleged misuse of state funds. After six years, it was admitted that everything was fine. A penny was returned to the Intro Association.
