Over PLN 2.1 million in prizes were paid out in the ministries of foreign affairs and agriculture in the first half of 2023. This is according to the information provided by the ministries in response to interpellations.

Interpellations regarding bonuses and awards paid in the first half of 2023 were addressed to the ministries by MP Hanna Gill-Piątek. “My parliamentary office constantly receives signals that Poles are watching every penny from both sides because of the raging prices. Citizens are surprised, among others, by the sumptuous setting of some state celebrations, budgets for gadgets with logos, anniversaries in institutions or a reward system that most Poles can only dream of,” wrote the parliamentarian.

In the opinion of Gill-Piątek, “in this day and age, such expenses should be made from public funds with extreme caution.”

In this regard, the MP asked what was the amount of bonuses and awards paid in the ministry from January 1, 2023 to the date of receipt of the interpellation.

Ministries Awards

Deputy Minister of Foreign Affairs Piotr Wawrzyk informed that the amount of bonuses paid to high and middle management staff amounted to PLN 1,810,214.21 gross. The awards were given to the director general, head of foreign service, directors, deputy directors, heads of departments and heads of departments.

“The average bonus paid per employee in the above-mentioned period in the group of people in question is PLN 7,183.39 gross” – said Deputy Minister Wawrzyk.

The Minister of Agriculture and Rural Development, Robert Telus, announced that in the first half of this year, “prizes in the amount of PLN 357,000 gross were realized in his ministry”. “Persons occupying state executive positions were not paid awards” – he reserved.

“The awarding of awards in the Ministry of Agriculture and Rural Development takes place in accordance with the applicable regulations, i.e. to members of the civil service corps on the basis of the Civil Service Act, and to persons holding positions outside the civil service corps based on the Regulation of the Council of Ministers on the principles of remuneration for non-civil service corps employees employed in government administration offices and employees of other units” – explained Minister Telus.

In addition, in the Ministry of Agriculture and Rural Development, in the first half of the year, “regulatory bonuses were paid out for employees employed in auxiliary and service positions in the gross amount of PLN 1,775 thousand”. As with bonuses, bonuses were not paid to senior government officials, Telus said.

The Minister explained that in the Ministry of Agriculture and Rural Development, statutory bonuses are an obligatory component of the monthly remuneration specified in the employment contract for employees not covered by the multiplier remuneration system.

In turn, the Minister of Development and Technology, Waldemar Buda, said that “from January 1, 2023 to the date of receipt of the interpellation, bonuses and awards were not paid to employees of the ministry.” “Persons holding senior state positions from January 1, 2023 to the date of receipt of the interpellation were not paid bonuses and awards,” added Buda.

Other ministries have not yet responded to inquiries.
