“The previous management of the Ministry of Justice granted a total of 2,043 subsidies for a total amount of PLN 224 million. In the period coinciding with the election campaigns to the Sejm and Senate and the referendum campaign,” the Ministry of Justice said in a letter to the National Electoral Commission. It was emphasized that over two hundred million were paid in the districts where Sovereign Poland candidates ran.

Ministry of Justice submitted a letter to the National Electoral Commission in which it informs that “during audit activities carried out at the Ministry of Justice related to the operation of the Justice Fund in 2019-2024, findings were made that may indicate a link between the method of spending funds from this Fund and these constituencies, in which the candidates were members of Sovereign Poland, including former members of the United Right.

In a document signed by the Minister of Justice Adam Bodnar we read that it indicates that “justified doubts may be raised about the method of granting subsidies pursuant to paragraph 11 of the Regulation of the Minister of Justice on the Victims' Assistance Fund and Post-penitentiary Assistance – Justice Fund, which assumes the discretion of the Fund's administrator and enables the conclusion, in justified cases, of an agreement on entrusting a task which is not covered by the program or call for proposals.

The letter noted that “it should be noted that in the period from 2019 to 2023 coinciding with the election campaigns to the Sejm and Senate and the referendum campaign, using the procedure described in paragraph 11 of the Regulation, the previous management of the Ministry of Justice granted a total of 2,043 grants for the total amount of PLN 224 million (including PLN 201.1 million in the districts where Sovereign Poland's candidates ran). The average amount of funds allocated per constituency was PLN 5.5 million.

As it was added, “it should be noted that it was higher where members of Sovereign Poland ran (PLN 7.7 million) and even higher in the constituencies where they finally obtained a mandate as an MP (PLN 9.3 million).”

It was pointed out that “meanwhile, in districts where there were no Sovereign Poland candidates, the average value of subsidies awarded dropped to PLN 1.5 million.”
