The opposition is finishing work on the coalition agreement and is ready for any scenario on Monday

The democratic opposition assures that it is almost ready to initial and present the coalition agreement. The most important issues that unite the coalition partners are written on several pages. However, there are many discrepancies in the protocol, including the issue of abortion. Women’s rights are to have a significant place in the agreement. The opposition emphasizes that it also has a plan for the first session of the Sejm, which will be held next Monday.

On Thursday, another coalition meeting ended in the office of PSL deputy marshal Piotr Zgorzelski, this time with MPs from the Civic Platform. Włodzimierz Czarzasty was also there earlier.

Politicians are not saying anything about the personal details of the new coalition government, because Donald Tusk is to announce them when he is appointed prime minister. – I am asking our voters to be patient, it is not our fault and this is very important, because I know how much people want change to take place – appeals Władysław Kosiniak-Kamysz, leader of the Polish People’s Party and the Third Way. – We said clearly that we would be ready for Monday and we are ready for Monday. Unfortunately, the president made this and no other decision – emphasizes Rafał Trzaskowski, mayor of Warsaw, vice-chairman of the Civic Platform.

By delaying – as the opposition says – the entire process of electing a new government, the president wants to entrust Mateusz Morawiecki with the task of forming the government in the first step, but Law and Justice has no majority in the new Sejm and no chance of forming a coalition.

– There is no other way for the president’s nominee to become prime minister than political corruption – believes Michał Kamiński, senator-elect of the Third Way. – Let’s give him (the prime minister – editor’s note) the constitutional time that talks about these 14 days – says Jerzy Materna, an MP from Law and Justice. – It formally starts on Monday and from then on we will present our program issues, how we would like to see the functioning of the government and gather potential support around it – says Piotr Mueller, government spokesman.

A dozen or so pages and about 20 points

Theoretically, it is possible that the president will change his mind before the first session of the Sejm, or Mateusz Morawiecki himself will not attempt to form a government. The opposition assures that it is ready for this, but for now it has to play according to the scenario announced by the president, which is why the four leaders will make a statement in the parliament building on Friday.

– Tomorrow we will go out to the public. Today we will determine the exact scope of what we will inform about, said Włodzimierz Czarzasty. – We will show you how we see the division of work in the presidiums of the Sejm and Senate. We will also show what we agree on as coalition partners – added Szymon Hołownia, leader of Poland 2050.

A specially appointed team worked on the opposition’s program agreement. A dozen or so pages and about 20 points – this is what the final document will look like and will be a commitment for the coalition, which has a majority of 248 votes in the new Sejm. – We spent a total of about 30-40 hours together – emphasizes Dariusz Wieczorek, an MP from the Left. – The contract will be initialed because it has been negotiated – says Marcin Kierwiński, MP from the Civic Platform.

The agreement includes provisions on the rule of law, measures included in the National Reconstruction Plan, an audit of the rule of Law and Justice, investigative commissions, maintaining benefits, tax changes, but also on increases for the budget. There are also divisive issues and no one is hiding it, but the coalition partners assure that they will hold talks. – There are no easy coalitions, because coalitions always involve giving up what is important to you and achieving other goals that are even more important – emphasizes Kosiniak-Kamysz.

Plan for the first session of the Sejm

The most important goal for the opposition is to create a stable majority for the entire term, hence the agreement that the speakers of the Sejm and Senate will change in the middle of the term, which the leaders will most likely confirm on Friday. However, politicians do not want to reveal specific names. – No speculations, the leaders will comment on everything – emphasizes Kierwiński. – We will probably learn about specific areas of responsibility. As for names and personal details – these are always decided by the leaders in the end – points out Miłosz Motyka, spokesman for the Polish People’s Party.

The talks will also focus on whether the Sejm majority will support Elżbieta Witek – the current Speaker of the Sejm – if Law and Justice decides to nominate her as a candidate for the Sejm Presidium.

The first session of the Sejm next Monday will be a real test of the parliamentary majority. – The culmination of this process will be the election of a new Speaker of the Sejm and the Presidium of the Sejm – points out Cezary Tomczyk, MP from the Civic Coalition.

There will then be time for the president’s move and a test of the majority of the designated candidate for prime minister. Decisions and statements regarding Prime Minister Tusk’s coalition government depend on how quickly this stage will take place, but regardless of this calendar, on Thursday there was an announcement about what Szymon Hołownia, indicated as the Speaker of the Sejm, would like to implement in the Sejm first. – I will submit a proposal that we should adopt a resolution invalidating the resolution on the election of double judges to the Constitutional Tribunal and the Sejm should give a clear signal on which side it is on – said Hołownia.

Eight years ago, the Constitutional Tribunal began PiS’s changes in the justice system, which today are the reason for the dispute between the Polish government and the European Commission over the state of the rule of law in Poland.
