Pełczyńska-Nałęcz: The money will go to Poland under the Christmas tree
A week ago she announced the next stage European Commission. On November 12, a press release announced that “the Commission today approved a positive preliminary assessment of Poland's application for the payment of the second and third tranches for the amount of EUR 9.4 billion (EUR 5.3 billion in loans and EUR 4.1 billion in grants), after deduction of advance payments, under the Recovery and Resilience Facility, which is the central element of NextGenerationEU,” the statement said.
The Commission provisionally concluded that Poland has satisfactorily achieved the 38 milestones and three targets set in the EU Council Implementing Decision for the second and third tranches of the NAP.
“Eight investments and 20 reforms will drive positive changes for citizens and businesses in the fields of healthcare, digitalization, spatial planning and the labor market, as well as energy efficiency, air quality and clean mobility,” it said.
Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy, wrote on the X platform that “PLN 40 billion from KPO – a record transfer from the EU will go to Poland under the Christmas tree.”
“Poland is to receive EUR 59.8 billion in the coming years”
This will be the second payment of money from the National Reconstruction Plan for Poland. It is expected to amount to EUR 9 billion 400 million. The first transfer from the European Commission to Poland in the amount of EUR 6.3 billion of the National Reconstruction Plan was received on April 15, 2024. by the equivalent of approximately PLN 27 billion. .
Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy, said during a press conference that “the funds will be allocated to a number of different investments, including the most detailed information on what will happen by the end of June.” – Of this money, PLN 1.6 billion will go to the Clean Air program, another PLN 720 million will go to the White Spots program in the area of broadband Internet. There will be no such white spots after the implementation of the KPO in Poland, i.e. broadband Internet should reach every town in Poland – she pointed out.
National Reconstruction Plan
The National Reconstruction Plan for Poland amounts to EUR 59.8 billion (EUR 34.5 billion in loans and EUR 25.3 billion in grants) and includes 55 reforms and 56 investments. In line with EU goals, a significant part of the KPO budget is to be allocated to climate goals (46.6%), digital transformation (21.3%), as well as social reforms (22.3%).
The KPO for Poland provides for 56 investments and 55 reforms aimed at strengthening the Polish economy after the COVID-19 pandemic.
Prime minister Donald Tusk announced on December 15, 2023, that Poland submitted the first application for payment of money from the Polish National Reconstruction Plan. In February, the Commission issued a preliminary positive assessment of the first Polish application for EUR 6.3 billion. The EC found that Poland had met the so-called milestones, including regarding the independence of the judicial system.
Law and Justice failed to unlock billions of euros despite many announcements by the then Prime Minister Mateusz Morawiecki about submitting an application for money from the KPO.
At the end of 2023, Poland received the equivalent of over PLN 20 billion in advance payments from the RePowerEu program, intended for moving away from Russian fossil fuels and investing in green technologies.
