The Civic Coalition, the Left, the Polish People's Party, Polska 2050 and the Confederation supported the draft bill to repeal the Act on the State Commission for the Investigation of Russian Influence on the Internal Security of the Republic of Poland in the years 2007-2022, which will formally end the activities of the commission.

The first reading of the bill on repealing the Act on the State Commission for the Investigation of Russian Influence on the Internal Security of the Republic of Poland in 2007-2022 took place in the Sejm.

The chairman of the Poland 2050 club, Mirosław Suchoń, pointed out that the repealed act is de facto “dead” because the Sejm of the Republic of Poland dismissed all members of the Commission on November 29, 2023, so the entry into force of the proposed repealing act will formally end the activities of the commission.

The Polish 2050 MP emphasized that targeting and eliminating Russian influence is the task of the special services. He also pointed out that the act establishing the committee for examining influence “was never intended to achieve any effect of strengthening the services, but only to build another propaganda mechanism of influence in the election campaign.”

Suchoń emphasized that the repealed act “also violated numerous provisions of the Constitution of the Republic of Poland”, and was established as a politically useful body to serve the previous government.

– In this campaign, the parties of presidents Kaczyński and Ziobro used money from state institutions, money from State Treasury companies, and from special purpose funds, but it was not enough for them. PIS and Sovereign Poland decided to use one of the most sensitive issues regarding state security for political purposes – said the MP.

Piekarska: you drew on Bolshevik models

Katarzyna Piekarska from the Civic Coalition emphasized that the project refers to the act from April last year. “where it belongs – in the legislative dustbin.” She recalled that, among others, The Venice Commission “left no stone unturned”. – You wanted to fight Russian influence, but you drew on Bolshevik models – she said to PiS politicians.

The MP also emphasized that the aim of the body established under PiS was to eliminate political opponents of this party from public life. In her opinion, the scandal was the declassification and publication as attachments of the testimonies of, among others, By Donald Tusk in the investigation against former heads of the Military Counterintelligence Service.

– What was internationally embarrassing was the mention of diplomatic representatives in the report Slovakia, Croatia and Ukraine as officers of the Russian FSB, she added.

According to Piekarska, all decisions made by the commission established under the provisions of April 2023 should be canceled.

“Legislative monster”, “legal rubbish”

MP Marek Biernacki from the Polish People's Party declared that “the PSL-TD parliamentary club supports the draft bill on repealing the State Commission for the Investigation of Russian Influence on the Internal Security of the Republic of Poland in 2007-2022, this is obvious and natural.”

According to him, the Act of April 14, 2023 on the establishment of this commission is, from a legal point of view, a “classic legislative monster”.

Paulina Matysiak, on behalf of the Left Club, also said that the act of April last year it is not only a “legal rubbish”, but also “an act that is extremely dangerous for Polish democracy”. – Today it is time to finally remove it from the Polish legal order, because dangerous tools of political struggle are dangerously tempting – she said.

She emphasized that the issue of Russian influence in Poland was too important to be the subject of a “war between PiS and PO.” She stated that the Left supports the bill to repeal the Act of April 14, 2023.

Przemysław Wipler from Konfederacja admitted that he is rarely “as consistent with the position presented by the Civic Coalition club as he is today.” He added that he shared virtually all the arguments that were put forward by MP Piekarska from KO. He announced that Confederation will vote for the adoption of the bill under consideration and is in favor of the commission being liquidated.

The adoption by the House of the Act on repealing the Act on the State Commission for the Investigation of Russian Influence on the Internal Security of the Republic of Poland in 2007-2022 will result in the solution of the so-called commission on Russian influence, which was established last year during the previous government.

After the current coalition took power, the members of the commission were dismissed, which stopped its work, and a separate commission examining a similar area was established at the government level and began its work in recent weeks.
