The Senate adopted the law on the mObywatel application and removes the parliamentary insert on deputy ministers

On Thursday, the Senate adopted the bill on the mObywatel application, proposing a number of amendments to it. The purpose of the act is to equate the documents contained in the application with traditional documents. By the way, the senators deleted the provisions added by MPs regarding secretaries of state. Now the regulation will return to the Sejm.

The law on the mObywatel application was passed by the deputies at the meeting on March 9. The Senate unanimously approved the bill on Thursday. However, he proposed a number of amendments to it, which will now be considered by the Sejm. One of the Senate’s amendments provides that MP and senator ID cards will be available in mObywatel. 95 senators supported it, two people were against.

The mObywatel Act will allow the use of documents in the application, including the ID card, on a par with traditional documents in the country. The only exception will be crossing the border and applying for a new ID card. Currently, respecting mObywatel depends on agreements between the Chancellery of the Prime Minister and a given institution.

Senators do not want additional secretaries of state

The majority of senators also voted for the deletion of the provision, which was added to the regulation during the work in the Sejm. This provision would amend the Act on the Council of Ministers, which would allow for more than one secretary of state in a ministry.

Currently, this is possible if the next deputy minister of this rank is also a government plenipotentiary. The change adopted by the Sejm would abolish such a requirement. 53 senators voted for its deletion, 44 were against.

New services in the mObywatel application

The regulation will also enable local government units and other entities to make local documents available in mObywatel, e.g. a city resident card or membership cards, e.g. a senior club, a sports club, or others. They will be available as part of mObywatel services of the e-Tax Office. It will also be possible to pay online for administrative services, such as issuing documents, applications or paying stamp duty.

In the future, the mObywatel application will be, among others sent notifications of receipt tax refund, co-financing from the commune, or a decision to admit a child to a kindergarten. It will also inform you about the approaching expiry date of documents, such as ID cards and passports.

The mObywatel application is to be integrated with Central Register and Information on Economic Activity (CEIDG)the National Court Register (KRS), the Register of the Agency for Restructuring and Modernization of Agriculture and the Register of Bailiffs and Notaries.

Duty to respect ID card in the mObywatel application by banks will be introduced on September 1, 2023. Financial institutions called for the introduction of a transitional period that would allow the introduction of appropriate procedures and tools. So far 9.5 million downloads of the mObywatel application were recorded. As reported by the secretary of state in the Chancellery of the Prime Minister for digitization Janusz CieszyńskimObywatel 2.0 will enter into force together with the act. the application will gain new functions, as well as a new and more friendly look.
