Minister of Science Dariusz Wieczorek appointed Jerzy Małachowski as director of the National Center for Research and Development – NCBiR announced in a press release on Friday. From March 7, Małachowski served as the acting director of this institution.

As stated in the announcement, the appointment is the result of a competition conducted by the Ministry of Science and Higher Education, to which NCBiR reports.

– I congratulate Professor Małachowski on winning the competition for the director of the National Center for Research and Development. His experience and extensive scientific career will help in meeting the challenges facing the institution. NCBiR plays a strategic role in supporting projects implemented jointly by scientific entities, universities, business and industry – said Minister Dariusz Wieczorek, quoted in the release.

– I have four years of intense term ahead of me, during which I want to make NCBiR a modern, transparent and effective organization – said Jerzy Małachowski. – My priorities are organizing and improving processes and bringing the world of science closer to business – he added.

Who is Jerzy Małachowski

Prof. Małachowski is a graduate of the Military University of Technology in Warsaw. He obtained the title of professor in the field of technical sciences in 2019. “He managed numerous projects and participated as a contractor in over 30 projects focused on scientific, development and implementation work. The effects of this research include, among others, 9 patents and 3 more pending approval” – said in the message.

Małachowski, according to information provided by NCBiR, is a member of scientific committees of over 40 national and international conferences. He regularly reviews scientific articles in journals from the JCR list. His publication achievements include over 600 items.

In 2010, he received the Gold Cross of Merit from the President of the Republic of Poland, and in 2011 – the Medal of the National Education Commission. Since 2016, he has been the Dean of the Faculty of Mechanical Engineering, Military University of Technology.

NCBiR under the supervision of the Minister of Science

March 7 this year The National Center for Research and Development returned to the supervision of the minister responsible for science and higher education. This occurred as a result of the entry into force of the Act of January 26, 2024 amending the Act on NCBR and the Act – Law on Higher Education and Science.

In the period from August 1, 2022 to March 6, 2024, the National Center for Research and Development was supervised by the minister responsible for regional development.

“Fast track” and withdrawn subsidies

At the end of February, the Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz reported irregularities in the previous edition of the “Fast Path – Digital Innovations” competition. She then announced that NCBiR had terminated 38 contracts concluded in 2023 for over PLN 195 million. “The violation involved submitting false financial statements. This is the result of an inspection by the Ministry of Funds and the National Tax Administration. The prosecutor's office will further deal with the matter,” she announced.

At the beginning of June, the minister said in an interview with tvn24.pl that the appeals of 9 beneficiaries who had less than PLN 160 in arrears to ZUS were accepted.

NCBiR scandal

Last year, NCBiR carried out inspections Supreme Chamber of Control and Central Anticorruption Bureau. They were related to the case of two subsidies, the details of which were revealed by Civic Coalition MPs Dariusz Joński and Michał Szczerba.

The first one, in the amount of PLN 55 million, was to be transferred to a 26-year-old who founded a company after announcing the recruitment for the bonus competition with a share capital of PLN 5,000. The second one – in the amount of PLN 123 million – to a company from Białystok, which – as the MPs found – has been generating losses every year since its establishment in 2020. Dariusz Joński and Michał Szczerba also presented the network of connections between these companies and the Republican Party, led by Adam Bielany.
