Regulations on “thermal parasitism”: The regulation of the Ministry of Climate and Environment of December 2021 allows cooperatives charge for heat In apartmentsin which there is no wear. First of all, it determines the maximum and minimum heating charges per square meter of the apartment. “Owner or the manager of a multi-unit building may choose a method of settling the total costs of heat purchase for individual premises in this building, so that the selected method (…) stimulates energy-saving behavior and ensures that the costs of heat purchase are determined in a manner corresponding to the heat consumption for heating,” we read.
What temperature must the apartment be? In accordance with the regulation of the Minister of Infrastructure in rooms and kitchens the temperature should be at least 20 degrees Celsius. Whereas bathrooms must be at least 24 degrees Celsius. Reducing temperature in apartments below certain minimums may result higher bills for heating in the building.
What are the consequences of turning off the radiators? You cannot receive a fine for saving on heating in winter, but the cooperative may charge an additional fee. You Andrzejwho had his radiators turned off all winter, had to pay an additional PLN 300 – reports “Głos Wielkopolski”. However, in 2022, Mrs. Aleksandra turned down the radiators every day before going to work, and the cooperative charged a fee of PLN 496.18 for the heating season.
