According to the Financial Ranking of the Local Government for 2022, the communes of Michałowice, Konstancin-Jeziorna, Józefów, Warsaw and the Wrocław poviat are the best in terms of financial condition. This list shows that although the condition of Polish cities and communes is weaker than in previous years, there are places where local governments obtained good income.

“Local Government Financial Ranking” is an analysis of the financial condition of all Local Government Units (LGUs) in Poland. Since 2017, it has been regularly prepared by the “Institute for Eastern Studies” Foundation. It was developed on the basis of financial statements submitted by local government units in cooperation with: the National Council of Regional Audit Chambers and the Wrocław University of Economics.

Professor Bartłomiej Nita, vice-rector for finance and development at the Wrocław University of Economics admitted that the tax changes had a direct impact on lowering the income of local governments. Lower revenues from personal taxes had the largest share in the decrease in the income of local government units PIT.

Józefów is still at the forefront

According to experts, “the financial condition of local governments in 2022 was weaker than the year before”. In the ranking in the category of urban communes, the highest place was taken by Józefów from Mazovia, which for years has been at the forefront of communes that are doing well in the financial sphere. “We have to listen to the inhabitants and direct funds where the needs are signaled” – Marek Banaszek, the mayor of Józefów, provided a recipe for success.

As Mayor Banaszek pointed out, “each local government is different” and has its own problems and methods of solving them. “A good local government official should be a manager, i.e. act, not walk around the corridors of the ministry and ask for subsidies. The essence of self-government is independence,” declared Marek Banaszek.

Communes near Warsaw and Mielno in the lead

In the category of rural communes, Michałowice near Warsaw was ranked first. On the list of urban-rural communes, Konstancin-Jeziorna (Mazowieckie Voivodeship) overtook Mielno, a tourist commune from the Zachodniopomorskie Voivodeship.

“Our success is the result of hard work from the ground up. We have the greatest income from tourism. In our commune, which has approx. 4.5 thousand inhabitants, inhabitants, in the summer there are even 120 thousand. people. It is a huge challenge and… huge expenses,” said Olga Roszak-Pezała, Mayor of Mielno. Warsaw and the Wrocław district at the top

At the other extreme of revenues and expenses are large cities and counties with huge budgets. In the category of cities with poviat rights, Warsaw won the ranking. In the list, land poviats – Wrocław poviat. They also faced problems, but thanks to rational politics they coped with the challenges.

“At the beginning of the term of office, we created a ranking of tasks that we want to accomplish. Mainly road roads,” said Roman Potocki, the Staroste of Wrocław. He also noted that the poviat obtained PLN 120 million from the funds from the Polish Lad for the poviat roads.

The Local Government Financial Ranking was developed on the basis of financial statements submitted by Local Government Units (LGUs) in cooperation with independent, renowned institutions: the National Council of Regional Audit Chambers and the Wrocław University of Economics.
