There are already 52 thousand signatures under the citizens' bill, which is to improve the fate of animals. 100 thousand are needed and there are two weeks left, which is why activists are calling for mobilization. A ban on keeping pets on a leash, a ban on the use of flashbangs and increased penalties for animal cruelty – these are some of the provisions that were included in the citizens' bill.

An empty bowl, a chain, and the water – green and in an old bathtub – such conditions were found by OTOZ Animals inspectors who came to save the dog. – Our inspectors carry out over 6 thousand interventions a year and most of these interventions concern keeping dogs on a permanent leash – says Ewa Gebert, president of the Polish Society for the Protection of Animals OTOZ Animals.

The hope for improving the situation of animals is the citizens' bill “Stop chains, pseudo-breeding and homelessness of animals”. The collection of signatures for the bill is currently underway. – I hope that we will collect up to 100 thousand – says Cezary WyszyÅ„ski from the Legislative Initiative Committee “Stop chains, pseudo-breeding and animal homelessness.”

Everything also depends on whether the people who declared that they will collect signatures will deliver them on time. That is why activists ask to send them by September 20, because the complete set must be delivered to the Sejm by September 24. – During these last two weeks, mobilization is needed – appeals Ewa Gebert.

The bill has already been supported by, among others, Maja Ostaszewska, Olga Tokarczuk and Małgorzata Rozenek-Majdan.

What do the proposed regulations assume?

Signatures cannot be submitted electronically – handwritten signatures are required. All the instructions can be found online, including a list of places where you can submit your signature. – The project has two main goals. The first is to prevent animal homelessness, through mandatory microchipping and sterilization. The second goal is to generally improve animal protection – informs Cezary WyszyÅ„ski.

The proposed regulations include a ban on keeping pets on a leash. The bill also includes a ban on the use of flashbangs and increased penalties for cruelty to animals.

– We will analyze the detailed provisions of this bill, but the spirit of this bill is right – says Marcin Ociepa, a member of parliament from Law and Justice. – We need to fight against chains, we need to fight against kennels and we need to fight against keeping dogs in small apartments, in apartment blocks – believes Krzysztof Paszyk, Minister of Development and Technology from the Polish People's Party.
