Construction and modernization of shelters, supplementing warehouses for at least three days of danger and creating a network of landing sites at hospitals – these are some of the assumptions of the Civil Protection and Civil Defense Program for 2025-2026. The document was adopted on Tuesday by the government. Investments under the program are to cost a total of 34 billion. The most funds are to be sent to local governments.
On Tuesday, the government decided to approve the Civil Protection and Civil Defense Program for 2025-2026. A resolution on this matter will allow you to direct money for this purpose, including to local governments.
This is the first such program. Its purpose is to strengthen the population protection system, increase readiness for crisis situations and to build and modernize the necessary infrastructure, including shelters. As reported on the website of the Prime Minister, the government will allocate almost PLN 34 billion for the implementation of the program in the years 2025-2026, in 2025 it will be PLN 16.7 billion, of which PLN 5 billion will go directly to local governments. In 2026, the government will allocate PLN 17.2 billion for this purpose.
Billions of civil defense for local governments
“In total, expenses from the state budget for the protection of the population in 2025 will amount to PLN 16 billion. Most of the funds will go to local governments, which will be able to allocate them, among others, to: construction and renovation of collective protection facilities, logistics security and ensuring continuity of supplies, education and training” – emphasized on platform x Of the Ministry of Interior and Administration.
Even before the start of the prime minister's meeting Donald Tusk He pointed out that a large part of the funds, this year PLN 5 billion, will go directly to local governments, which take part of the duties arising from the protection of the population and civil defense.
The Civil Protection and Civil Defense Program, which determines the method of financing tasks in this area, is developed on the basis of the Act on the protection of population and civil defense in force since the beginning of the year. Pursuant to the Act, the program is approved by the government at the request of the Minister of the Interior and Administration.
– This is a key document to start the construction of shelters, shelter places to give money to local governments. This is a specific step to make specific effects from the Act on the protection of population and civil defense. We are after consultation with local governments. We train hundreds of local government officials, voivods and marshals. Priority for “Targe East”
The program focuses on six directions of activities. It comes, among others for inventory and increasing the resources of civil protection and civil defense, the construction and modernization of shelters, developing the ability to respond to threat, as well as actions to ensure the continuity of the state and supplies in situations of crisis and war.
The resolution assumes a review and check of objects that potentially meet the conditions and can serve as collective protection facilities. Opinions and technical documentation from checking such facilities will be one of the criteria for financial support provided, among others for renovations and modernization of protective buildings. In the first place, repairs and investments will be focused on areas covered by the “East shield” deterrence and defense program, but also to the place indicated by the city's voivods and the place of special exposure. They will be renovated, among others shelters under the so -called thousand years.
The construction or modernization of public facilities is to include obtaining energy autonomy and water supply as well as sewage disposal. The review will also include spare management positions for local and government authorities, as well as potential public places that can perform protective functions for the population. There are also plans to indicate objects that can be ad hoc ad hoc corpses that suffered in disasters and mass events.
The program provides for supplementation of warehouses so that they provide resources necessary to protect population for at least three days of threat. A network of landing grounds at hospitals will be built
Entities implementing rescue and aid activities will receive additional equipment for rescuers, equipment for organizing and conducting rescue operations, including evacuation and humanitarian aid.
The plans include Construction of hospital landing networks that will be able to accept military air vessels, as well as police helicopters, SG and LPR. In hospitals, medical information management software will be implemented to manage the flow of wounded, sick and infected. The hospital infrastructure is to be adapted to adopt an increased number of vehicles, including buses.
