The act on freezing energy prices may be adopted next Wednesday, said the Speaker of the Sejm, Szymon Hołownia. He added that a vote on the act on a free Christmas Eve could take place on the same day.
Marshal of the Sejm Szymon Hołownia will be a guest of the “Kropka nad i” program on TVN24 on Tuesday at 8 p.m.
The Sejm session began on Tuesday and was to end on Friday. However, Marshal Hołownia announced during the briefing that it would also be continued on Wednesday next week.
Freezing energy prices
On Tuesday, the government is to deal with the draft amendment to the Act on the protection of energy consumers, prepared by the Ministry of Climate. In this context, Szymon Hołownia expressed hope that Council of Ministers on Tuesday it will adopt the draft law on freezing energy prices.
– We would like to do the first reading of this bill during this part of the Sejm (this week), and finish it and adopt it on (next) Wednesday – said Hołownia.
The aim of the Ministry of Environmental Protection project is to introduce protective measures for households in 2025, thanks to which these consumers will not experience a significant increase in electricity bills.
The project stipulates that the maximum electricity price for households at PLN 500/MWh is to be maintained also in 2025. The proposed maximum expenditure limit for the proposed solutions is over PLN 5.4 billion.
Off on Christmas Eve
The Marshal of the Sejm also spoke at Tuesday's press conference about the draft law regarding a free Christmas Eve. As he said, there was a very broad and large discussion.
– There were voices of the Deputy Speaker of the Senate, Magdalena Biejat, but also of other participants in the talks, that the Left might be able to agree on whether to put such a solution on the table that we would, yes, adopt a free Christmas Eve, but with a one-year vacatio legis, and so from next year, because at this point it would cause too much chaos in the economy and in life, which is already in order – emphasized the Marshal.
He added that he would ask the chairmen of parliamentary committees “to deal with this issue by next Wednesday.” – So that we can supplement the agenda of next Wednesday with a vote on the Christmas Eve bill, so that there will be a report from two committees on this matter – added Hołownia.
At the beginning of November, the Sejm decided that the parliamentary bill on establishing Christmas Eve as a day off from work would be referred for further work to two parliamentary committees. Earlier, MPs rejected the motion to immediately proceed to the second reading of the bill.
The Left's project proposed establishing December 24 as a day off from work. It is intended to apply to all employees, including employees of commercial establishments, for whom, currently, in accordance with the Act on Restriction of Trade on Sundays and Holidays, Christmas Eve is a working day until 2 p.m.
“We expect good news”
Hołownia emphasized that on Tuesday the Council of Ministers would discuss the government's bill on health insurance contributions.
– We expect good news – said the marshal.
He noted that the new solutions “will not be as good as we would like them to be.” – We will not return on a one-to-one basis to the arrangements made before the Polish Order. But – I believe it – thanks to the hard work of our MPs and our ministers, a proposed solution will be proposed that will go beyond fixed assets – said Hołownia.
– So far we have only talked about fixed assets. However, it will go beyond fixed assets and will positively affect many entrepreneurs in Poland, especially the smallest ones – assured Hołownia.
He added that “the package will also include an act immediately for 2026, which will guarantee much more specific funds for 2026.”
On Tuesday, the Council of Ministers will discuss, among others: a self-amendment to the government project, which provides for a reduction in the minimum health insurance contribution in 2025 for entrepreneurs who pay tax on general terms, at a 19-percent linear rate, and for those who pay income tax on qualified intellectual property rights. The contribution is to be 9%. from 75 percent minimum wage
