“This process will arouse a lot of emotions”

The program was developed by the State Water Gospodarstwo Polskie Woda Under the leadership of prof. Janusz Zaleski, director of the flood protection project in the Odra and Wisła basin. Last Friday, the main assumptions of the program were accepted by a team of resistance experts after the flood operating in the Chancellery of the Prime Minister.

The program is a set of comprehensive activities for increasing the safety of residents, including Kłodzko and Ząbkowicki poviats in the province Dolnośląskie and Brzeski and Nysa in the province. Opolskie, prepared for the reconstruction of flood resistance of the region's inhabitants.

The program was developed by a team of experts under the direction of Professor Janusz Zaleski, and its main goal is to increase the safety of the inhabitants of Lower Silesia and the Opole region.

In the various variants described in the “flood risk reduction program in the Nysa Kłodzka catchment”, a total of 20 locations of retention tanks are considered, and only for the Biała Lądecka catchment there are six variants.

– We are just starting to consult this program, today we presented it (…) to local government officials. However, now we are going to consult with residents, it will probably be a very difficult process, because it will probably arouse a lot of emotions, as always with this type of programs. But I'm an optimist. We presented a very good program that has full acceptance of the scientific community (…). Today it is a project that guarantees a significant reduction in flood risk in the Kłodzko region – said Kierwiński.

He noted that six variants were proposed as part of the program and they will now be subject to public consultations.

– They differ and money that will need to be saved, but also the scale of this reduction. In this respect, we do not use a percentage reduction that “the risk falls as much and so much.” Rather, we use issues of such as many potentially houses or areas that have been and are threatened with flood risk today, it can be at risk with these weather anomalies. And this is a significant reduction, and experts say that more than 75 percent – he pointed out.

The government's representative stated that it will spend about PLN 4 billion, and “accurate financing and accurate sources of financing will be built when specific variants are of course selected, and this is to be served by public consultations.”

Kierwiński was asked about the number of people who would have to be resettled due to the construction of the tanks. – I spoke very clearly. We want to propose such a real estate management system so that there is no need for displacement. To make them voluntary redemptions, but when it comes to the scale of the process that we propose, it may affect 150 to 230 people – depending on the variant that will be chosen. These are not those thousands of people, which many irresponsible politicians have been terrified many times – he emphasized.

Minister Kierwiński asked to assess whether “it was worth going to such a short conversation to Donald Trump”, when we did not know the specific effects of this conversation, he replied that in his opinion “it was worth”, because “any conversation with the President of the United States could be important”.

– However, I must say that the president (Duda – ed.) Should make a thorough purge in his office, because how this visit was prepared, how the president was treated, but it does not even go through the American side, only by his own colleagues, he calls for vengeance to heaven – said the politician of KO. – The consequences should be drawn. Someone allowed the fact that the authority of the President of the Republic of Poland, the office, was strained and there should be consequences.

Kierwiński emphasized that every visit to the United States and a conversation with President of the United States It is important, but it should take place in the right conditions.

– On the other hand, the president represents Rzeczpospolita, so the quality of this visit, the rank of this visit and the setting of this visit should be appropriate, worthy of the president of a large European country – said the guest of “Facts after Facts”, referring to the course of the organization of the meeting of the presidents of Duda and Trump, which lasted several minutes.

Kierwiński, when asked about the assessment of words Mateusz Morawieckiwho announced that he would “not make scenes” in the prosecutor's office, where he is to appear on Thursday and hear allegations regarding the organization of the so -called envelope elections, he replied that he had already heard similar assurances and came out differently.

– I heard many politicians PiSwho said they would not make scenes, and some of them are in other countries today. For me, it is natural that Mr. Morawiecki will be responsible for what happened at the envelope elections, because he is likely to be likely, this will of course find a court, please allow political assessment, in my opinion he broke the law and knew that he was breaking this law. Please remember that time when local government officials, lawyers, experts said that what Mateusz Morawiecki does is illegal, and yet Morawiecki did it – he emphasized.

Kierwiński also said in “Facts after Facts” that when “these issues of envelope elections” were happening, he was at the MP's control at the Ministry of State Asset together with the MP Cezary Tomczyk.

– We heard from one of the ministers that there are no signatures of Mr. Sasin, no signatures of anyone from the Ministry of State, because they know exactly what it threatens and let Morawiecki be responsible. So there was full awareness in PiS that the law was broken. And if the law was broken, it is good that Morawiecki will answer for it – said the minister.

The minister asked if he expected that we would hear from the former prime minister tomorrow, that his interrogation “is an anti -democratic activity” or “revenge of Tusk or the entire civic coalition for law and justice,” replied that there is no “any doubt about that”.

– However, this is his only defense line. The case is obvious, he exceeded his rights, made decisions as the prime minister of the Polish government, to which he had no right. And he should be responsible for it. And it's good that tomorrow he will be in the prosecutor's office and it's good if he is charged. However, the fact that every attempt to restore the rule of law by PiS politicians is a lament on their part, as the constitution is broken … Well, we have to live with it somehow and do our job. Everyone who broke the provisions of the law will be settled sooner or later – emphasized Kierwiński.

Minister Kierwiński, asked if he knew MP Dariusz Matecki, admitted that “it is a shame at all that someone like that is a member.”

– He is also supposed to hear the allegation of setting the competition from the justice fund's money. He says he won't go to Hungaryalthough these trails to Hungary have already been paved by Mr. Marcin Romanowski – he said. He added that he “hopes” that he would not go to Hungary.

– I hope that he will be charged and he will answer for what he committed. On the other hand, Mr. Editor, it is no accident that one political environment, even within PiS, I am talking here about the political environment, which was once called noisy solidarity Poland, then sovereign Polish, well … Everyone of almost these politicians has some problems with the law – said Kierwiński.

He reminded that the former Minister of Justice Zbigniew Ziobro “He is afraid to stand in front of the Commission for the PEGASUS, is afraid to testify about Pegasus.”

– Mr. Romanowski (…) escapes abroad, is the first Polish parliamentarian who escaped, not wanting to answer his offenses. We have Mr. Matecki. Earlier we had other politicians of Solidarity Poland. Well, it must be said that it shows who we were dealing with. We were dealing with politicians who did everything to deal with their private interests, not the affairs of Poland and Poles – he said.

Kierwiński, when asked about allegations against three directors of the State Forests and the fictitious employment of Matec MP in a state -owned company, where he was to earn half a million zlotys, although there is no trace of his activity, he replied that “this is one big scandal.”

– You know, if this is true, I say if, although I am convinced that this is the case, but I want the court to confirm it, because the court decides on this topic, this is one big scandal, but it is very typical for PiS policy. Well, many of their activists became millionaires overnight. Either they sat in the state -owned companies and earned gigantic money, even though they had no competences or worked on fictitious full -time jobs – said the minister.

Kierwiński pointed out that “today, step by step of the national prosecutor, prosecutor general Adam Bodnar, they accuse these people.”

– We will not stop doing it until every such thief, because if it is confirmed, it must be said clearly, there was no left employment, it was ordinary thief, it must be settled – he concluded.
