Traineeship pensions. Projects of Solidarity and President Andrzej Duda in the parliamentary freezer – Ministry of Family and Social Policy is responsible

Draft laws on seniority pensions have been waiting for the next stages of work in the Sejm for over a year. The MPs of the Agreement asked about the schedule of work on this matter. “I have the impression that we are working on something that will never see the light of day, because, despite assurances, there is no will to do so,” noted MP Iwona Michałek in an interpellation. Interpellation to the Minister of Family and Social Policy on the matter pensions traineeships were sent by MPs of the Agreement. The parliamentarians pointed out that in December 2021, the Sejm held the first reading of the civic project on traineeship pensions, prepared by NSZZ “Solidarity“, under which 235,000 signatures were collected.

Projects on apprenticeship pensions

The trade unions’ proposal provides that the right to such a benefit would be granted to persons who have reached the contributory and non-contributory period of 35 years for women and 40 years for men. The traineeship pension would be due, provided that its amount determined using the so-called the defined contribution formula is not lower than the minimum old-age pension. In order to increase his old-age pension, the insured person could continue his paid work also after reaching the required insurance period.

In addition, in the same month, the draft of seniority pensions prepared by the president was sent to the lower house Andrzej Duda. The draft provides that early retirement could be granted to people who have a sufficiently long working period: 39 years in the case of women and 44 years in the case of men, and accumulated pension capital sufficient for retirement in the amount of at least the lowest old-age pension. The draft regulation covers persons insured in the general pension system, as well as those covered by the agricultural social insurance system.

Kaczyński’s words on internship pensions

On the other hand, the MPs of the Agreement recalled the words of the PiS president Jarosław Kaczyński on the reform.

“President Kaczyński, on the other hand, says: ‘When it comes to seniority pensions in general, we are sorry, but at the moment we cannot afford it, because we have greatly increased the state’s capabilities, but they are still not what we would like'” – we read in the interview.

It looks like making promises without the will and intention of fulfilling them. Citizens deserve true and unambiguous information and declarations” – emphasized Iwona Michałek, representative of the interpellation.

The MPs of the Agreement asked about the possible date of introducing provisions enabling citizens to take advantage of the possibility of switching to the so-called seniority pension and the schedule of work on the above acts.

Deputy Minister of Family on Internship Pensions

Deputy Minister of Family and Social Policy, Stanisław Szwed, pointed out that so far – despite the emerging proposals – “it has not been decided to introduce the seniority criterion entitling to retire regardless of age, because the method of calculating the pension significantly translates into the amount of the benefit and thus encourages the insured to work as long as possible and delay the decision to retire.

“However, there is no doubt that there is a need to discuss the search for solutions aimed at optimizing the pension system, including its more flexible approach, which would be consistent with both the concern for its financial stability and the social views in this regard” – noted the deputy head of the Ministry of Economy and Social Policy.

Szwed emphasized that “due to the fact that every change in the pension system has serious financial consequences and affects millions of people, any new solutions in this respect must be carefully analyzed before they are implemented.”

“Therefore, the issue of seniority pensions requires very thorough analyzes of the effects (primarily financial, economic and social) that such a change would cause” – he added.

Internship pensions – two projects in the Sejm

As he pointed out, the Solidarity project was sent for further work in the parliamentary Social Policy and Family Committee. In turn, the presidential draft was submitted for the first reading at the Sejm session.

“It should be stated that both projects are in line with the above-mentioned need to discuss solutions functioning in the pension system and constitute important points of reference in this discussion. These projects are also subject to substantive analyzes and simulations regarding their impact on the labor market, finances of the Social Insurance Fund , funds managed by the Agricultural Social Insurance Fund, public finances” – explained the deputy family minister, adding that “deputies will decide on the work schedule and the further fate of these bills during parliamentary work”.

At the same time, the deputy head of the Ministry of Labor and Social Policy informed that the work of the Team for developing an agreement between the Government of the Republic of Poland and the National Commission of NSZZ “Solidarność”, established on the basis of the Prime Minister’s order, has begun. Mateusz Morawiecki from December last year. Stanisław Szwed informed that a working group for pensions and disability pensions has been established within the team.

“The most important issues that will be addressed during the work of this Group are the issues of seniority pensions, including the determination of the financial consequences of the civic draft act amending the act on pensions and disability pensions from the Social Insurance Fund and amending certain acts (paper no. 1692) and the presidential draft act amending the act on pensions and disability pensions from the Social Insurance Fund and amending certain other acts (paper no.
