The Ministry of State Asset donated nearly PLN 964 million in Poczta Polska to cover the costs associated with the obligation to provide services in 2023 – the ministry said on Thursday. Payment was possible thanks to the decision of the European Commission.
“The Ministry of State Asset paid on Thursday, March 13, Poczta Polska a targeted subsidy in the amount of PLN 963 619 096.38” – indicated the ministry in a statement. Explained that the possibility of making this payment was the result of last year's efforts of the MAP management in the European Commission.
It is about the EC decision issued in mid-November last year, which confirmed “the compliance of public aid consisting in granting Poczta Polska SA to financing the net cost for 2021-2025 with European law.” The amount itself, nearly PLN 964 million, was specified by the President of the Office of Electronic Communications in the decision of January 3 this year.
Universal postal services
MAP reminded that, in accordance with applicable provisions, Poczta Polska can be paid a subsidy for this purpose if the company in a given year suffered a loss for the provision of universal postal services.
“This subsidy is public aid, which can be granted in accordance with the provisions of the EC decision issued as a result of notification during the period of this decision,” the ministry explained.
The application for payment of these funds was submitted by the post office on January 29, 2025, then it was approved by the ministry.

Transformation in Poczta Polska
In Poczta Polska, there are currently several processes regarding employee disputes, which is related to the transformation plan implemented by the Management Board. According to President Sebastian Mikosz, he is to transform the operator “into a modern courier-cost-financial and digital company”.
The management board terminated the company's collective labor agreement, it ceased to apply at the beginning of March this year. From February 12, trade unions operating in Poczta Polska run a “occupation protest”, staying continuously at the company's headquarters in Warsaw.
At the same time, the operator runs a voluntary departure program (PDO) and group layoffs. PDO assumes the possibility of terminating the employment contract by agreement of the parties. It also contains a cover program, which, apart from – resulting from the Act, provides compensation, the amount of which can be 9- or 5 times basic salary (at the end of last year). In the case of higher compensation, it is paid in nine monthly installments, smaller – within 21 days of termination of the employment relationship.
The program covered approx. 5,000 employees. The post office reported that 90 percent of them accepted the offer, and the rest will be covered by group layoffs. At the beginning of March, PDO was “frozen”.
