CIA Director William Burns made a secret visit to Ukraine in early June. Authorities in Kiev revealed to him a strategy to recapture Russian-occupied territories and start ceasefire negotiations with Moscow by the end of the year, the Washington Post reported.

“Burns’ previously unreported trip included meetings with President Volodymyr Zelensky and top Ukrainian intelligence officials. It came at a critical time in the conflict as Ukrainian forces struggled to gain the upper hand in a long-awaited counter-offensive but had yet to deploy most of the trained and equipped assault brigades by the West,” the American daily reported on Friday.

However, according to “WP”, in private conversations, military planners in Kiev told Burns that their goal was to regain significant territory by the fall, to move artillery and missile systems to the border with Russia Crimea and further into eastern Ukraine, and then starting talks with Moscow for the first time since peace negotiations broke down in March last year.

“Russia will only enter into negotiations if it feels threatened,” a senior Ukrainian official told the Washington Post.

CIA she refused to convey Burns’ views on the prospects for the Ukrainian offensive.
