Ukraine. Who blew up the dam on the Dnieper, in Nowa Kakhovka? Findings of international investigators

It is “highly likely” that Russia was responsible for blowing up the Dnieper dam in Nowa Kakhovka, according to preliminary findings of a team of international legal experts from Global Rights Compliance. It added that “evidence and analysis of the available information – including seismic sensors and discussions with leading demolition experts – indicate this.” The organization supports the Ukrainian investigation into the matter.

Mobile justice team experts visited the affected areas in the Kherson region after being dropped off in Nova Kakhovka, together with Ukrainian prosecutors and representatives of the International Criminal Court.

“Evidence and analysis of available information – including seismic sensors and discussions with leading demolition experts – indicate that there is a high probability that the damage was caused by explosives placed at critical points in the dam structure,” reads a press release published on Friday.

Experts dismissed the theory that the dam’s collapse could have been caused by mismanagement, saying it was “highly unlikely that mismanagement alone could explain such catastrophic damage.”

“It is likely that Russian forces deliberately destroyed the dam”

The team noted that those carrying out the attack or overseeing the management of the dam would need to control or have access to the land that is occupied by Russia.

British lawyer Catriona Murdoch, who led the mobile justice team, said information available to Global Rights Compliance and reviewed by leading data provider Open Source Intelligence indicated that “it is highly likely that Russian forces deliberately destroyed the dam.”

The organization supports the investigation of the Ukrainian Prosecutor General in this case.
