Vance’s statement was the clearest outline yet of a plan for ending the war that Trump’s campaign has offered. Trump himself has consistently refused to provide details of his plan, saying that if he did, it would ruin his chances.

The Ohio senator added that Germany and other countries would have to finance the reconstruction of Ukraine. He also argued that Trump would manage to quickly bring about an end to the war because “in Russia they are afraid of him, and in Europe they are worried, because what he says, he says seriously.”

He also suggested that the conflict continues because American arms companies and financial institutions are making money off of it.
