The United States announced the transfer of cluster munitions to Ukraine. Some Western countries, including Great Britain, Spain and Canada, spoke out against the decision of the US authorities. “No to cluster bombs, but yes to the legitimate defense of Ukraine, which – in our understanding – should be carried out without the use of cluster bombs,” said Spanish Defense Minister Margarita Robles.

On Friday, the White House National Security Advisor Jake Sullivan announced that The US will deliver artillery cluster munitions to Ukraine for the first time DPICM. He confirmed that Ukraine it has long sought this weapon, and in the face of declining stocks of ordinary artillery ammunition, it will act as a “bridge” until production is increased. He also pointed out that Russia has been using such missiles since the beginning of the conflict, and allowing Russia to have an advantage on the front will cause more damage to civilians than the unexploded ordnance left behind by Ukraine’s cluster munitions.

Joe Biden he said on Friday that the decision to hand over cluster munitions to Ukraine “was very difficult”, but he assessed that Kiev needed the munitions to prevent Russia from stopping a counter-offensive.

British Prime Minister Rishi Sunak noted that Great Britain is “a signatory to the convention which prohibits the manufacture or use of cluster munitions and discourages their use”. – We will continue to do our best to support Ukraine against Russia’s illegal and unprovoked invasion, but we are doing so by supplying heavy battle tanks and, more recently, long-range weapons, and we hope that all countries can continue to support Ukraine. Russia’s barbaric act causes untold suffering to millions of people, said the British prime minister, who will meet with Biden in London on Monday.

Spain’s defense minister, Margarita Robles, told reporters that her country had a “firm commitment” that certain weapons and missiles could not be supplied to Ukraine. – Not for cluster bombsbut for the legitimate defense of Ukraine, which – in our understanding – should be conducted without the use of cluster bombs – she said.

Germany, which is a signatory to the Convention on the Prohibition of Cluster Munitions, said that although it will not supply this type of weapon to Ukraine itself, it understands the US position. “We are sure that our American friends did not take the decision to hand over this type of ammunition lightly,” said Berlin government spokesman Steffen Hebestreit.

Canada has also expressed opposition to the delivery of cluster munitions to Ukraine. “We take seriously our commitment under the Convention to encourage universal adoption,” the Canadian federal government said in a statement.

Cluster ammunition – what is it?

123 countries are parties to the Convention on the Prohibition of Cluster Munitions, but not the USA, Ukraine or Russia.

Cluster munitions can be fired from guns and rocket launchers or dropped from aircraft. A single shell contains hundreds of small bombs that can hit scattered over large areas. This feature makes victims not only soldiers, but above all civilians. Cluster munitions also leave a lot of unexploded ordnance.
