The amendment to the ordinance of the minister of health on the COVID-19 prevention method was published in the Journal of Laws on Friday. It shows that people who started vaccination against coronavirus outside Poland can take the second dose in our country and obtain the EU COVID-19 certificate.

The amendment to the ordinance of the minister of health on the COVID-19 prevention method, published on Friday in the Journal of Laws, is intended to allow vaccination of people who, outside Poland, received the first dose of the coronavirus vaccine, included in the list of vaccine equivalents authorized in Poland.

The explanatory memorandum to the project stated that “the change will extend the possibility of obtaining a certificate of vaccination against COVID-19, registration in the national vaccination system against COVID-19 and obtaining an EU digital certificate”.

List of possible preparations on the website

The National Institute of Public Health of the National Institute of Hygiene – National Research Institute will provide and publish a list of vaccines on its website and in the Public Information Bulletin.

“The list will include vaccines recognized in the Republic of Poland from among the vaccines administered in third countries currently included in the review, for which most European Union countries do not introduce travel restrictions. The prepared and published list will be based on the information provided by the Member States of the European Union on The EU Health Security Committee “- stated in the explanatory memorandum to the draft.

The Ministry of Health, which is the originator, indicated that the proposed change is correlated with the amendment to the regulation of the Council of Ministers of May 6, 2021 on the establishment of certain restrictions, orders and bans in connection with the outbreak of an epidemic, adopted in the regulation of the Council of Ministers of October 15, 2021. It noted that currently “19 countries, at a different level and to a different extent, honor vaccination with equivalents of vaccines authorized in the European Union”.

“Recognition of vaccination with the first dose of the vaccine – equivalent to and continuation of vaccination in other countries with the issuance of the EU digital COVID certificate and inclusion in the database of vaccinated persons are decided at the level of national law” – noted in the regulatory impact assessment.

The amendment comes into force the day after it is announced.
