NIK largely confirmed the information from our journalistic investigation. Illegality is one of the strongest allegations that the Chamber can make, said Justyna Suchecka, journalist at tvn24.pl, on TVN24. Piotr Szostak, co-author of a series of articles about villas plus, assessed that “we are dealing with an absurd situation” in which “half of the money from the entire pool, nearly PLN 85 million, is spent manually, according to the political key, despite their negative opinion”.

Supreme Chamber of Control stated that the Minister of Education and Science illegally allocated PLN 6 million in a program we called villa plus. In grant competitions, he distributed money “unreliably”, to organizations not entitled to participate in competitions, foundations without experience, despite conflicts of interest and negative assessments of experts whom he appointed.

The case was described by Justyna Suchecka and Piotr Szostak in the next installment of the “Villa plus” series in tvn24.pl.

Szostak: We are dealing with an absurd situation

Suchecka and Szostak talked about their findings on Monday on TVN24. – It’s about six million under the villa plus program for property purchases and renovations. Of these, four and a half concerned the Freedom and Democracy foundation founded by the minister Michał Dworczyk – said Piotr Szostak.

He added that “this subsidy was awarded without any procedure provided for in the rules of the competition”. – After the competition was settled, the foundation decided to change the property it wanted to buy and submitted a repeated application. The rules of the competition did not provide for such a possibility at all. The other two organizations were cultural institutions, and according to the terms of the competition, they could not take part in it at all – said the journalist.

In his opinion, “we are dealing with an absurd situation in which the minister himself appoints a group of experts who are to create the appearance of reliability of this competition, and then half of the money from the entire pool, nearly PLN 85 million, is spent despite their negative opinion, manually, according to the key political.”

Justyna Suchecka explained that “NIK controls the ministries’ budgets and always selects specific items that it looks at more closely.” – It so happened that we first wrote about the villa plus scandal on January 31, when the budget control was already underway. During this inspection, NIK decided to secure documents regarding four competitions that Minister Czarnek had announced, the journalist reported.

– NIK largely confirmed the information from our journalistic investigation, but also having access to documents that the ministry refused us, it was able to expand this investigation – she said.

– To this day, we are fighting to get to know the full composition of expert teams. These experts got paid. Thanks to the NIK report, we know that they earned almost PLN 1 million – she added.

Now – said Suchecka – “everything is in the hands of the prosecutor’s office”. – This NIK document will be public, tomorrow it will be discussed in parliamentary committees. Illegality is one of the strongest allegations that can be made by the Supreme Audit Office, she said.
