On Tuesday, the Council of Ministers adopted a draft law on building security for the Polish-Belarusian border. According to the head of the Ministry of Interior and Administration, Mariusz Kamiński, he assumes “the creation of a solid, high dam, also equipped with a monitoring and traffic detection system”. The draft has already been submitted to the Sejm.

In an interview with the Polish Press Agency, Kaminski said that the Border Guard has been recording increased migratory pressure on the Polish-Belarusian section of the state border for several months. – Despite the provision of additional human resources for the Border Guard units, assistance from soldiers of the Polish Armed Forces and the police, and the temporary installations used, the number of attempts to cross the Polish-Belarusian border is not decreasing – he added.
– Therefore, urgent measures should be taken to build a solid, high dam, also equipped with a monitoring and traffic detection system. Such technical security of the border has already proved successful in other countries as an effective solution in the fight against illegal migration. It will also work for us – assessed the head of the Ministry of Interior and Administration.
Kaminski: The actions of the Lukashenka regime required a strong government response
The ministry informed PAP that the purpose of the adopted bill is to define the principles of implementing the construction of border security, which also constitutes the external border of the EU. “The proposed solution will consist in the creation of a legal basis enabling quick and effective implementation of this investment” – explained the Ministry of Interior and Administration. In the draft adopted by the government, as indicated, “it was proposed to create mechanisms that would enable the construction of the fence in the shortest possible time”.
– The draft assumes that the act will enter into force the day after its announcement, due to the exceptional urgency of the investment in the context of the existing threats on the state border – emphasized the head of the Ministry of Interior and Administration. – The actions of the Lukashenka regime required a strong reaction from our government – Kaminski stressed.
The formal investor in the construction of the barrier along the state border will be, according to the ministry, the commander-in-chief of the Border Guard, who will be entitled to appoint a plenipotentiary in this matter. A team will also be appointed to prepare and implement this investment.
Kaczyński on the construction of a “very serious dam”
On October 7, Deputy Prime Minister for security and PiS head Jarosław Kaczyński informed that due to the migratory pressure at the border, a “very serious dam” would be created, which “is really very difficult to cross”. – The European experience of many countries, such as Hungary or Greece, shows that this is the only effective method – he explained.
Błaszczak on the construction of a wall on the Polish-Belarusian border
The head of the Ministry of National Defense, Mariusz Błaszczak, spoke about the situation at the border on Tuesday morning in the “Sygnały Dnia” radio station of Jedynka. – Migration pressure is still very high. The number of attempts to cross the border remains more or less at the same level, he said.
– Therefore, I decided to increase the number of soldiers who patrol the border and support the Border Guard. Yesterday, three thousand soldiers supported the Border Guard. This number will be greater, depending on the needs that will be determined by the Border Guard. We are doing everything to keep the border safe – he argued.
Błaszczak assured that the ministry was ready “to double this number on the spot”.
When asked about Kaczyński’s announcement regarding a “serious barrier” on the border, Błaszczak said that “a law is being prepared that will be the basis for the construction of a permanent engineering dam, and thus a border fence”.
He recalled the existing “temporary fence”, which – as he assessed – “slows down traffic at the border” and “limits the possibility of people who are being used by the Lukashenka regime to cross the border to lead to a migration crisis” .
Błaszczak said that Poland would benefit from Hungarian experience here. – Hungarians built a permanent fence on the border with Serbia. It is not that simple due to various legal conditions, but we will use these experiences – he explained.
“Dziennik Gazeta Prawna” informed on Tuesday that this week we can get to know the government’s special bill on the construction of a dam on the Polish-Belarusian border. According to the newspaper, the government has secured an amount of PLN 500 million for this purpose in this year’s budget, with the possibility of spending these funds until mid-2022.
State of emergency at the border
A state of emergency has been in force since September 2 in the border zone with Belarus (in 183 towns of the Podlaskie and Lubelskie voivodeships). It was introduced for 30 days under the ordinance of President Andrzej Duda, issued at the request of the Council of Ministers. On September 30, the Seym agreed to extend the state of emergency for another 60 days.
