According to the Kremlin’s claims, Vladimir Putin appeared on a visit to Russian-occupied territories in Ukraine. His spokesman Dmitry Peskov said that, allegedly for security reasons, he was not accompanied by Defense Minister Sergei Shoigu and Chief of the General Staff Valery Gerasimov. As reported, Putin met there, among others, with General Mikhail Teplinsky, who, according to British intelligence, returned to perform an important function in the invasion. Independent Russian media believe that the Kremlin’s recording was manipulated.

According to Tuesday’s Kremlin claims Vladimir Putin appeared on Monday on a visit to the occupied territories Ukraine in the Kherson and Luhansk regions. Russian authorities released a video purporting to show him in those areas.

It was reported that the dictator was in Henichesk, in the Russian-occupied part of the Kherson region in southern Ukraine, as well as in the Luhansk region. Henichesk is located about 40 km from the annexed Crimea.

Kremlin spokesman Dmitry Peskov he said that the defense minister did not accompany Putin on this trip Sergei Shoigu and Chief of the General Staff Valery Gerasimov. He argued that gathering top commanders in one place so close to the front line was a “big risk”.

Meeting between Putin and General Teplinsky

Moscow claims that Putin met with the military commanders of the invasion – Oleg Makarevich, Alexander Lapin and Mikhail Teplinsky. The latter – according to British military intelligence – has recently played an important role in the brutal aggression in Ukraine.

Teplinski was born in 1969 in Soviet Ukraine in Donetsk. He served with the Russian forces stationed in the Russian-speaking separatist region of Transnistria in Moldova and saw combat in Chechnya.

In June 2022, he was appointed commander of the Russian elite airborne forces, which suffered heavy casualties in the first days war in Ukraine. The UK Ministry of Defense reported that January 2023, he was dismissed from the above function as part of his activities in Ukraine.

Yevgeny Prigozhin, head of a private military company dubbed the Wagner Group, praised Teplinski in March, calling him “honest, competent, uncompromising and fearless.”

The British Ministry of Defense reported in one of the recent reports that TepliƄski is probably “one of the few high-level Russian generals widely respected by the rank and file.” It added that his new powers likely extend beyond commanding the air force alone.

Independent media write about manipulated video

Independent Russian media believe that the Kremlin’s recording was manipulated. They write that the word “will be” was cut out of Putin’s speech about Easter in the recording. This is to suggest that the trip took place before Sunday, April 16, which is the date of this year’s Easter in the Eastern rite.

Podolak: the author of mass murders has arrived

Mykhailo Podolak, an adviser to Ukrainian President Volodymyr Zelensky, commented on the Kremlin’s claims. He called it “a ‘special journey’ by the mass murderer across the occupied and devastated territories to enjoy one last time the crimes of his henchmen.”

He also wrote that a year ago “the world was waiting for Putin’s statements, for what he would do and say”, and now “it doesn’t matter, there is no longer such a political actor”.
