Ukrainian operations around Bakhmut may pose a threat to the Russian command in the Kherson and Luhansk regions, the American Institute for War Research (ISW) estimates in the latest report. Russian forces are probably withdrawing their troops from other regions of Ukraine and redeploying them to this section, experts analyze.

“If the Russian reinforcements already sent to Bakhmut are not enough to maintain the gains made in this area, the Russian command may face a difficult choice: whether to risk creating insecure points in the Kherson and Luhansk regions, or to start withdrawing troops from the southern Ukraine– assess the ISW analysts.

According to the Ukrainian command, Bakhmut offers the Russian forces greater propaganda than military value, and thus the Russian command may concentrate elite forces in this area to preserve the propaganda victory resulting from the capture of the city on May 21.

ISW notes that Russian officials expressed their satisfaction at defeating some 70 Ukrainian defenders on the eastern span of the Antonovsky bridge over the Dnieper near Kherson, as if it was a great victory.

The Russians’ exaggerated satisfaction over defeating a small Ukrainian landing suggests that the Russian military command genuinely fears a Ukrainian attack on the Kherson region on the east bank of the Dnieper, or is desperate for a propaganda victory after the Wagner Group mutiny, or both.

As part of the Freeze War strategy

The report also mentions a statement by Ukrainian President Volodymyr Zelensky, who assessed that the Russians may cause a deliberate leak of radioactive substances at the Zaporizhzhia Nuclear Power Plant as part of the war freeze strategy.

ISW experts believe that Russia it will probably continue to use the threat of a radiological incident to deter Ukrainian counter-offensives and weaken Western military support for Ukraine.
