Near the primary school in Wesoła, a woman driving a passenger car hit a fence, which fell on a group of people. The injured were three children and a man. According to the district office, there is officially no parking in this place and announces changes to improve safety.

The incident took place on Monday next to the Bilingual Primary School No. 1 at Wspólna Street in the Wesoła district. The driver of the passenger car hit a fence, which fell on a group of people. A total of six people were hit, but four ultimately required hospitalization. The injured are a 7-year-old boy, two 11-year-olds and a 41-year-old man.

The police, under the supervision of the prosecutor's office, are investigating the circumstances of the accident. According to Joanna Węgrzyniak from the Warsaw VII District Police Headquarters, the driver was waiting in the car for a child who was about to leave school. So far, the woman has not faced any consequences for her actions. – We cannot talk about criminal liability for now. The legal qualification will be key, and it will result from the explanatory activities, the policewoman said.

The area where the accident occurred is used as a parking lot, although it was never officially a parking lot. In one of the social media discussion groups devoted to the appropriation of pedestrian space by car drivers, an analysis of the changes that have taken place in this place over the last dozen or so years appeared. The author made it based on photos from Google Street View. The published photos come from the following years: 2009, 2011, 2013, 2019 and 2023. The chronologically oldest photo shows a green lawn. In the next shot the lawn is slightly damaged, and in the next one it is completely run over by cars. In the latest photos, the grass is replaced by concrete slabs.

At the Wesoła District Office we asked whether parking in this place is legal. Aleksander Graniewski, the district's spokesman, explained that the accident occurred “on the entrance to the property.” – It was made in accordance with the applicable traffic organization for the construction of Wspólna Street – he noted.

– The area adjacent to the property at Wspólna 55 does not constitute a parking lot in accordance with applicable law. There is no approved traffic organization defining the area as a parking lot. Additionally, there is no stopping prohibition sign. It is a paved area that serves as an absorbent shoulder, the official said.

He also announced that changes are being planned in this particular place to improve safety. Their adoption began this spring.

– In May 2024, the Wesoła District Office started a tender procedure for the renovation of road markings and traffic safety devices. As part of such proceedings, the district installs, among other things, blocking posts. In June 2024, a contract was signed with the designer for the implementation of new traffic organization regarding the design of posts blocking the entrance to the sidewalk and pedestrian crossing at the private primary school at ul. Wspólna 55 – Graniewski pointed out.

In September 2024, the project was transferred to the Road Traffic Management Office in the city hall. – At the end of October 2024, BZRD approved a new traffic organization consisting in the installation of road bollards preventing cars from entering the sidewalk and bicycle path next to the property at Wspólna 55. Installation works are planned from December 6 to 12 this year – summarized the district spokesman.
