The Municipal Road Administration is in the process of choosing a company that will install anti -terrorist firewalls to the new world and Krakowskie Przedmieście. In the closed position, the barrier will have a height of up to 120 centimeters.
“After terrorist attacks using trucks and passenger cars, among others, in France, it was necessary to use elements that will physically prevent the passage, in addition to the traditional closing of the streets,” described the Municipal Road Administration in the order of the order.
Protest protection
Until now, yellow concrete barriers were used when closing the royal route on weekends. However, according to road workers, “in the course of operation, it turned out that this type of barriers are not the optimal solution due to the nature of the street series.”
The road often travels marches and protests, then it is needed to provide a larger road width to pass the crowd. Therefore, ZDM is forced to remove and bring concrete barriers in each such situation.
“It is necessary to use modern solutions that allow you to easily, without the use of heavy equipment, provide a passage or travel through security,” ZDM noted in the description.
120 centimeters high
Barriers will stand in Nowy Świat and Krakowskie Przedmieście. The dams in an open position will have a height of a maximum of 12 centimeters and allow you to drive any type of vehicle. In a closed position they will have a height of up to 120 centimeters and allow pedestrians and cyclists' passage.
They must also withstand a vehicle impact with a mass of about 7 tons at a speed of about 48 km/h at an angle close to 90 degrees, and will not allow such a vehicle to enter the protected zone.
Representatives of order services and municipal services (e.g. police, fire brigades, emergency service, city guard, gas, energy emergency, MPWiK, ZRIKD, ZDM) will be trained to train barriers.
The city reserved PLN 1.2 million in the budget.
Three companies in the tender
Three companies stood up to the tender, but the offer of one of them will most likely be rejected.
– This offer does not meet the formal requirements, e.g. did not submit a bid bond. This is a wrong offer and will probably be rejected – explained the spokesman for the Municipal Road Administration Jakub Dybalski. It is a van Berde consortium offer – Zubiel, Pogoda Sp. k. for a low amount of approx. 90 thousand zloty.
The other two offers oscillate around PLN 2 million. DFE Security submitted an offer for over PLN 1.7 million, and the Consel Group AG for over PLN 1.9 million. Although these amounts are higher than assumed in the budget, road workers count on the resolution of the tender.
– It was a good opening of offers and it seems to me that we are going to resolve the tender – said Dybalski.
The selected bidder will have four months from the signing of the contract for the fulfillment of the order.
