Warsaw. Białołęka plans to build a new town hall

The authorities of Białołęka are planning to build an additional headquarters for the town hall. The current building of the district office today does not houses all departments, and the area is still growing into new estates. With the influx of residents, there are more and more things to do.

In the report of the “Population of Warsaw” prepared in 2024 for the capital's town hall, it was stated that over 198,000 people already live in Białołęka. Twenty years earlier, this number – according to the district office – was 60,658 people. The development of new housing estates meant that in two decades the district was in second place in the capital in terms of the number of inhabitants. Mokotów (229 379 thousand people) remained to overtake.

The influx of residents means that local officials have more and more work. The current town hall at Modlińska 197 does not fit all its faculties now. Some of them operate in other locations. District councilor Piotr Gozdek (Law and Justice) asked about the plans to build an additional headquarters in the March interpellation.

“There are more and more residents and issues to overwork, so the current working conditions in the Białołęka town hall will only deteriorate constantly. Unfortunately, I am convinced that at present the control of the National Labor Inspectorate in the faculties most burdened with paper documentation in paper form would bring fatal results for the management board, also resulting in high financial penalties” – noted in the interpellation by councilor Gozdek.

They plan to “start the construction process”

The councilor was answered by Deputy Mayor of Białołęka Mariusz Wajszczak. As he explained, during this term of the District Board “plans to start the process of building a new town hall building”. It would be built on a plot belonging to the city, in the vicinity of the current headquarters of the City Hall. Today it is a green area, there is a glowing inscription “Białołęka”.

“The location of a new building at the intersection of Mileniżna and Światowida streets is currently being considered. A new building is planned with underground floors, in which there will be an archive, garage and a place of shelter,” said the deputy mayor.

These intentions are also confirmed by the spokeswoman of Białołęka Katarzyna Wiejowska. – The management board is thinking about building an additional building in the future. Due to the fact that we operate in several locations, it is burdensome especially for residents – says tvnwarszawa.pl.

At the same time, he reserves that the formal investment preparation process has not yet begun. This means that there is no new building design or even an architectural concept.

Offices on six floors

The current town hall Białołęka operates at Modlińska 197. It does not fit all district faculties. For example, to deal with matters related to conducting business activities, environmental protection or municipal or service premises, you should go to the building at Marywilska 44. In turn, the Department of Social Affairs and Health is located at Milenijna 2a.

The town hall building was built in 1997. It has a corner shape, six floors and almost 4.5 thousand square meters of surfaces. It was divided into two functional parts.

The main entrance located in the corner leads to the hall, where there is an information part and units most often visited by residents: cash register, communication and population records, office and registry office. The first floor, in part above Hall, houses representative rooms: meeting room and conference room, rooms of the chairman of the district council and mayor. The rest of the building is arranged as a typical office space.

Earlier, the Białołęcki Culture Center also operated in the building, which in 2005 was moved to a modern headquarters at Van Gogh and a universal credit bank (until 2013).

Award for “The best public building”

The town hall building won the award in the “Life in Architecture” competition, organized by the monthly “Architecture – Murator”. Was considered the best public building in 1996-1997 in the capital. The choice was made from 67 objects.
