The construction of the office building in Bielany began in 2000. It was to be the grand headquarters of the EuRoPol Gaz company, which was established in the early 1990s and was responsible for the operation of the Yamal-Europe gas pipeline.

Two years later, the investment was discontinued, leaving the building unfinished. The owner wanted to sell it, but the investors did not pay what he expected. Therefore, the transaction did not take place. Then the shareholders decided to give it to the city. The city hall considered accepting the donation and using the building as offices for officials. Ultimately, however, he refused, explaining the decision with high costs: PLN 26 million in donation tax and tens of millions more to complete the construction

Then there was an idea to move Warsaw’s art schools there – the Academy of Fine Arts, the Theater Academy and the Karol Szymanowski University of Music in Warsaw. Chopin. This concept also failed.

Finally, a preliminary agreement was signed two years ago with one of the largest Warsaw developers. A year later, Dom Development became the owner of the plot and the unfinished office building. The first application for a building permit for the estate was rejected due to design flaws.

Ultimately, however, in January 2023, Dom Development received a decision issued by the Office of Architecture and Spatial Planning. The investor has a permit for the construction of two multi-family residential buildings with underground and above-ground parking and technical infrastructure, and demolition of an office building.
