Warsaw. Construction of P + R in Żerań delayed by several months. The opening will be possible only at the end of February

The P + R parking lot in Żerań was delayed by several months. The investment was supposed to be ready by the end of June this year, but the situation was complicated by numerous arrangements with waterworks, road workers and the electricity supplier. The Public Transport Authority reports that drivers will not be able to leave their cars there until spring next year.

New point Park i Ride is located next to the Warszawa Żerań railway station, in the vicinity of the intersection of Płochocińska and Marywilska. There will be 235 parking spaces for passenger cars in the single-level car park, including those adapted to the needs of the disabled. Cyclists will leave their bikes in 126 covered places. There will also be charging points for cars and electric bikes as well as a Kiss and Ride zone where you can stop to drop off passengers on public transport.

The investment seems to be ready for several months now, but the entrances are blocked with portable fences. As announced by the Public Transport Authority and the contract concluded with the contractor, the investment was to be completed by June 2021.

The Polish Press Agency asked about the opening date and the reasons for such a long delay. In response, ZTM spokesman Tomasz Kunert informed that “the current maximum completion date for the construction of the P + R Warszawa Żerań car park is February 28, 2022”.

There are many reasons for the delay

He also listed a number of reasons for the postponement. In the first place, he pointed to the COVID 19 epidemic and “protracted official procedures”. The car park is being built in the “design and build” formula, so the contractor had to prepare the design and obtain all legally required agreements and decisions and build the facility.

As he further enumerated, the arrangements with the Municipal Water and Sewerage Company (Miejskie Przedsiębiorstwo Wodociągów i Kanalizacji) regarding drainage changed in the process, which resulted in the need to prepare a new project. The arrangements for the permanent organization of traffic and entry to the car park have also been extended. This is due to the fact that several residential investments are being built nearby and proceedings regarding the future road system in the parking area are underway at the same time. The arrangements with Veolia on the method of securing the heat pipeline also lasted longer than expected.

Kunert explained that the current completion date of the investment is also influenced by the waiting time for energy delivery by Innogy and the inspection of electric vehicle chargers by the Office of Technical Inspection. Before making the car park available to drivers, the configuration and testing of systems powered by the target energy must be carried out. Checks require, among others elements of supporting the power supply of the car park with energy obtained from photovoltaics. Under a separate contract with another contractor, the installation of the Toll Collection System is also planned.
