By decision of the councilors, the Old Town and the Royal Route will be part of the cultural park. The idea is to ensure that the historic space is not cluttered with excessive advertising, and that the café gardens and commercial stands maintain a standard. The resolution will come into force in a year.
The park area includes the Old and New Town, the Royal Route, the Krasiński and Saski gardens, as well as parks located below the Skarpa and Łazienki Królewskie, a total of over 6 kilometers.
– We wanted to analyze in detail and discuss with all partners what was going to happen on the Royal Route. Many months of public consultations took place, which were very valuable to all of us. By listening to each other, we learned from each other. The consultations were also largely aimed at listening to the side of entrepreneurs who are largely responsible for what the Royal Route looks like and what is happening in its space, said Renata Kaznowska, vice-president of Warsaw, quoted in the press release.
Improve official-entrepreneur relations
As Michał Krasucki, director of the Warsaw Office of the Conservator of Monuments, recalled, a cultural park has been a tool that can be used since 2003, but the first parks were created only after 10 years. The solution is mainly used in old towns, e.g. in Poznań, Kraków, Wrocław. – After a few years, they started to bring very specific results – noted Kracuski.
The park cannot ignore the fact that tourists willingly visit such areas, but normal life also goes on. The provisions specify what an advertising sign, a street trade stand and a catering garden should look like. According to officials, this makes managing the area easier and improves relations between the office and the entrepreneur. Issuing administrative decisions in matters relating to, among others: locating catering gardens, advertising media or small architectural objects is to be faster and simpler.
Protect architectural details and greenery
The resolution also regulates the placement of advertisements and protects original architectural details and historic woodwork. Regulates the rules for placing technical devices. He devotes a lot of attention to the protection of trees and urban green areas.
The resolution voted by city councilors is local law, so it will apply to all owners, holders and tenants of real estate.
The provisions of the Historical Center of Warsaw cultural park will come into force from December 2024. – We will help and advise throughout the coming year. We will suggest solutions that entrepreneurs should use to protect the cultural landscape. But also, in many cases, to make the offer of their restaurants or stores more attractive – concluded Vice President Kaznowska.
