Warsaw. Downtown bypass, tender, when will it be built?

The capital city hall announced a tender for the contractor for the concept of the missing section of the Śródmieście bypass. This concerns the section between the Żaba roundabout and Radzymińska Street. The inhabitants of right-bank Warsaw have been waiting for many years for the “ring” to be closed.

The existing part of the so-called the downtown ring road today passes through the Gdański Bridge and the following streets: Słomińskiego, Okopowa, Wawelska and Trasa Łazienkowska. There is a key section missing to complete it: from the Wiatraczna roundabout to the Żaba roundabout.

The inhabitants of both Praga Północ, Praga Południe and Targówek have been waiting for this investment for a long time. Thanks to it, it would be possible to divert transit traffic from Grochowska and Targowa. The first promise related to this was made in 2006, when Hanna Gronkiewicz-Waltz took over as president of the capital. The completion of the entire route was postponed many times.

The topic of postponed investment returns like a boomerang at each subsequent local government election. In 2018, both announced the closure of the route Rafał Trzaskowskias well as the president of the capital who was competing with him for the seat in the city hall Patryk Jaki.

Already after the elections won in Warsaw by the Civic Coalition, it turned out that the city does not have money for this, as we reported at the beginning of 2019. The Warsaw Council then transferred the funds for the construction of the bypass from 2021-2022 to 2023-2024. Officials justified this decision with the “need to make the investment implementation time more realistic” and the pace of completing formalities related to the environmental decision for the first stage of work.

Żaba – Radzymińska roundabout section

The topic came back this week at a meeting between city hall representatives and journalists regarding current road investments. Vice-President of Warsaw Michał Olszewski said that closing the downtown bypass is included in the approved budget. The investment will be implemented in three stages. The first section is the Żaba – Radzymińska roundabout, the second – Radzymińska – Wiatraczna, and the third is a tunnel section in the axis of the Wiatraczna roundabout and Aleja ONZ.

– For the Radzymińska – Żaba roundabout section, on February 18, a tender was announced to develop a program concept and obtain a decision on environmental conditions. Now we have to select a contractor and carry out the procedure related to obtaining an environmental decision – announced Michał Olszewski. He added that the envelopes were scheduled to be opened on March 25. – We will meet the contractor around May – declared the vice-president of Warsaw.

Section Radzymińska – Wiatraczna

In the case of the Radzymińska – Wiatraczna section, the project contractor has been selected, but – as Olszewski noted – talks are still ongoing with him. – We have been waiting for over five years for the environmental decision. The contractor is in completely different circumstances when it comes to costs. We are negotiating with him whether he will continue the contract after such a long time, explained the vice president.

The city complained several times to the General Director of Environmental Protection about the length of the proceedings at the Regional Directorate for Environmental Protection in Warsaw. The last reminder was sent in June 2022. Ultimately, the environmental decision for this section was submitted to the Capital City Development Authority in November of the same year.

The tunnel only after the construction of the metro

The third, most complicated section, because it runs in a tunnel under the Wiatraczna roundabout, will be built only after the construction of the third metro line.

Last Friday the town hall announced the results of the tender for the project the first section of the line: from the National Stadium to the Gocław station. The choice was symbolic because only one offer was received, from a consortium consisting of: ILF Consulting Engineers Polska Sp. z o. o. (leader) and Metroprojekt Sp. z o. o. Construction is scheduled to begin in 2028.
