The Masovian voivode ordered the town hall to remove all potentially dangerous objects from the route of the nationalist march. Not only building materials from the Dmowskiego roundabout are to disappear, but also benches, litter bins and bicycle stands from Aleje Jerozolimskie. The city has until Wednesday evening to complete the task. The spokeswoman of the town hall, Monika Beuth-Lutyk, emphasizes that the works have been going on for several days.
On Thursday afternoon the march of nationalists is to start from the Dmowski roundabout by the decision of the Office for Veterans and Victims of Oppression, it is to be of a state nature. Earlier, its organizers tried to register it as a cyclical event, but the appellate court upheld the revocation of the decision of the Mazowieckie Voivode by the district court. At the same time, another congregation was registered – the “Niepodległa dla życia” march organized by a group of 14 Women from the Bridge.
Konstanty Radziwiłł, the voivode of Mazovia, ordered the president of the capital, Rafał Trzaskowski, to clear the route of the march from all potentially dangerous objects. The content of the letter sent on this matter from the Mazowieckie Voivodship Office to the town hall was published on Tuesday by Radio Zet.
It shows that the voivode ordered the removal of, among others, the materials stored at the Dmowski roundabout in connection with the renovation works, fragments of loose road surfaces, or elements of small architecture, such as benches, litter bins or bicycle stands.
The town hall has until Wednesday evening to obey the order
The indicated items are to be cleared from the Dmowskiego roundabout to the Washington roundabout, i.e. along the route of the November 11 march, from 8.00 p.m. on Wednesday to midnight on Thursday. Additionally, by 8 p.m. on Wednesday, the president of Warsaw is to inform the voivode about the execution of the order.
Giving orders is one of the voivode’s powers. They are binding on all government administration bodies, and in emergency situations also on local government bodies. This issue is regulated by Article 25 (1) of the Act on the voivode and government administration in the voivodeship.
In the justification of the provincial governor’s command, we read that the MUW asked the town hall at the beginning of November to take “effective measures to clear” the vicinity of the Dmowski roundabout and de Gaulle roundabout of any hazardous materials stored there in connection with renovation works. The voivode claims that in his reply, the vice-president “did not provide any specific assurance about the removal of the indicated materials before November 11, 2021”. Then, on November 8, the voivode ordered “inspection of the indicated places to be carried out”. It was to confirm that works are still being carried out there and that “there is a large amount of materials indicated in the letter of the Capital Commander of the Police of Police, which constitute a potential threat to the participants of the celebration of the National Independence Day”.
Town Hall: the works have been going on for several days
– Contrary to what the voivode stated in the letter, the works consisting in securing the construction site at the Dmowski roundabout have been going on for several days. Meetings and site visits with the police are also held, Monika Beuth-Lutyk, spokeswoman for the capital city hall, told PAP. As she emphasized, on Tuesday, “President Rafał Trzaskowski once again announced that building materials will be removed, as well as elements of street furniture. The city, as always, will be equal to the task,” she added.
– It does not change the fact that the police are responsible for the safety of participants in all assemblies. And the responsibility for the march on November 11 was taken over by the organizers of this state ceremony, that is the rulers – Monika Beuth-Lutyk pointed out. – You can also wonder what the voivode is afraid of when formulating such orders, since we are dealing with a patriotic celebration – she summed up.
As previously reported on tvnwarszawa.pl, at the beginning of November, the town hall, together with road workers and the renovation contractor, decided that by November 11, construction materials will be removed from the Dmowski roundabout. A spokeswoman for the city hall admitted then that this may delay the investment.
Riots during the march of nationalists in 2020
During the march of nationalists last year we wrote about the clashes of its participants with the police. Initially, due to the pandemic, it was supposed to be motorized, but quickly took on a traditional form. The town hall reported that there were, inter alia, to try to set fire to the door of one of the city hall offices on Aleje Jerozolimskie. Fights with the police also took place in front of the National Museum and near the Empik store at the de Gaulle roundabout. The police used a smoothbore weapon. There was also a fire along the route of the march. The perpetrator aimed at the rainbow flag and the banner of the Women’s Strike, which were hung on the balcony. Raca, however, hit two floors below, at the door and threshold of the premises occupied by the artist Stefan Okołowicz. Veturilo station burned down. The City Hall estimated that the losses after last year’s march amounted to tens of thousands of zlotys.
