On Friday, information appeared about the selection of the contractor who will carry out the long-awaited modernization of the Congress Hall. The cost of modernization will amount to over PLN 393 million.

The Congress Hall has been empty for nine years. In April this year, the city announced another tender for its thorough reconstruction. The previous tender was canceled due to too high offers. On July 28, offers were opened in the repeated tender on Friday, and on September 8, the selection of the most advantageous offer was announced.

The modernization of the Congress Hall will be carried out by the Adamietz consortium for the amount of over PLN 393 million.

“The offer is the most advantageous according to the established offer evaluation criteria. The contractor meets all the conditions for participation in the procedure, and the offer meets all the requirements specified in the Terms of Reference” – it was written in the justification.

Two more entities took part in the tender, of which Control Process’s offer was rejected. “The contractor submitted an offer in the procedure, which was not signed” – explained in the justification.

The Doraco construction corporation also participated in the tender, although it submitted the cheapest offer, but received fewer points than the winner. The greater number of points for the criterion – staff experience – prevailed.

After opening the offers, it turned out that the budget for the modernization of the Congress Hall was too low – it amounted to over PLN 375 million, of which PLN 338 million. the authorities of the Palace of Culture reserved for renovation.

At the August session of the Warsaw Council, councilors decided to add PLN 36.8 million to the budget.

The renovation began eight years ago, but the company declared bankruptcy

The Congress Hall was closed in September 2014, and renovation began in 2015. The plans included adapting the facility to fire safety requirements and, among other things, replacing the seats. The cost of modernization was estimated at approximately PLN 45 million.

Just a year later, in the spring of 2016, the company carrying out the modernization announced bankruptcy. In December 2017, a tender was announced for a new concept for the modernization of the hall. The cost of the renovation was estimated at over PLN 100 million. In August, the Warsaw Council allocated PLN 183 million for renovation.

In 2022, the tender for the renovation was canceled because the amount reserved by the city was too small. In the next tender announced in 2023, a contractor was finally selected.

If everything goes according to plan, there is a chance that the new Congress Hall could be opened in 2026.
