Warsaw. Paid parking zone in Kamionek and Saska Kępa. What will change?

Road workers are preparing to expand the paid parking zone. Work on Kamionek and Saska Kępa will begin soon. New parking spaces will be designated, and there will also be changes to traffic. Some streets will become one-way. The introduction of the expanded SPPN is planned for November 4.

The paid parking zone will be in force from the beginning of November 2024. Intensive preparations for its implementation are underway. 60 parking meters will appear on the streets of Kamionka, the Municipal Roads Authority will also install new vertical and horizontal signs to precisely designate parking spaces.

In Kamionek, the paid parking zone will cover 30 streetsavenues and squares with the status of a public road. This is the vast majority of streets, but not all. According to the regulations, the zone is not introduced on internal roads, housing estate areas and private land. The organization of traffic and parking in such areas is the responsibility of their managers, i.e., the district office, developer, housing estate administration or housing community.

17 kilometers of paid parking zone

The total length of streets in the introduced paid parking zone is close to 17 kilometers. Road workers will mark about two thousand public parking spaces. In the Kamionka area, spaces for people with disabilities will also be designated (“blue envelopes”).

In addition, the parking balance will be improved by zones designated for parking only for residents. These are places (behind the sign B-35) and zones (behind the sign B-39) with a parking ban that will not apply only to holders of the appropriate ID, which is available to residents of the immediate area. They are introduced where it is impossible to designate full-size parking spaces – within the meaning of the relevant regulations – which is a necessary condition for collecting fees. “In addition, additional spaces for residents have been marked with the B-35 sign and a plate with the number 6 (does not apply to holders of the SPPN resident subscription), where each resident within the subscription area will have the opportunity to park on a non-public road managed by the Praga-Południe District Office (e.g. in backyards)” – explains ZDM in a press release on this subject.

130 additional places

In total, in the Kamionek area there will be about 130 additional parking spaces for residents' cars. These are not all the parking spaces in the district. Parking spaces are also located in garages or in courtyards. However, they are not included in the SPPN and are not included in the statistics.

Currently, there are two sections of one-way streets on two streets in Kamionek. “As part of introducing the zone, another 9 such sections will appear on 8 streets (one street may have more than one section). The aim of changes in traffic organization is to increase the number of legal parking spaces and reduce transit traffic on local streets,” the road workers explain.

The introduction of a paid parking zone entails the obligation to prepare new traffic management projects for practically all streets that are to be covered by it. On some of them, these are cosmetic changes. On others, more extensive changes to traffic management will be introduced.

A large number of completely new parking spaces will be designated, among others, on street sections Minsk, Żupnicza and International (at Skaryszewski Park, along with the transformation of this section into a residential zone). In addition, on many local streets, parking will be partially or completely moved to the roadway, freeing up space on the sidewalks for pedestrians.

A new traffic organization must be introduced on all streets included in the SPPN. This involves preparing temporary (for the period of works) and permanent traffic organization projects. After approval, these projects are gradually implemented in the field. This may involve temporary difficulties, such as temporary closure of parking spaces in order to change or refresh the signage.

Work schedule

The work schedule is usually known a week in advance, because the contractor must report their intention to enter the area on a specific date with that amount of time. Signs informing about temporary traffic management, often including a parking ban for several days, are posted at least five days in advance. The works are divided into stages. This is necessary because they involve the temporary closure of parking spaces. In order to minimize disruptions, the works are not carried out simultaneously over too large an area. The weather must also be taken into account. The technology of making horizontal markings requires a dry surface. It is therefore important that it does not rain during painting.

In areas prepared for inclusion in the zone, signs informing about the obligation to pay for parking will be covered or crossed out. beginning of Novemberwhen the SPPN will come into force.

SPPN on Saska Kępa

There will be a new one on the streets of Saska Kępa 95 parking meters, there will also be new vertical and horizontal signs that will designate parking spaces.

In Saska Kępa, the paid parking zone will cover 64 streets, avenues and squares with the status of a public road. These are the vast majority of streets, but not all.

The total length of streets in the introduced paid parking zone is over 27 kilometers. Road workers will mark about 2.2 thousand public parking spaces. In the Saska Kępa area, spaces for people with disabilities will also be designated.

These are spaces (behind the B-35 sign) and zones (behind the B-39 sign) with a parking ban, which will not apply only to holders of the appropriate ID, which is available to residents of the immediate area. In addition, additional spaces for residents have been marked with the B-35 sign and a plate with the number 3 or the number 10 (does not apply to holders of the ZDM resident subscription), where each resident within the subscription area will have the opportunity to park on a non-public road managed by the Praga-Południe District Office.

In total, in the Saska Kępa area there will also be about 620 additional places for residents' cars. These are not all the parking lots in the district. Parking spaces are also located in garages or in courtyards.

New one-way streets

Currently, there is one on Saska Kępa. 55 sections of one-way streets on 33 streets (one street can have several sections). As part of the zone introduction, more will appear 12 such episodes on seven streets. The aim of changes in traffic organization is to increase the number of legal parking spaces and reduce transit traffic on local streets.

Subscription applications from October

The extended zone on the right bank of the Vistula will be in force from 4 November 2024. People living in its area will be able to apply to the Municipal Roads Authority for a parking subscription one month in advance, i.e. from the beginning of October. There are two types of subscriptions to choose from, differing in cost and scope of rights, and two ways to obtain them – stationary or online on the website AbonamentZdomu.zdm.waw.pl.

The start date of the zone is not accidental. It is supposed to end in Warsaw in November. installation of modern parking meters. The multi-year agreement for their purchase, installation and maintenance covers the entire zone, i.e. its current area (replacement of all existing machines) and the nearest expansion. This means that the new areas in Kamionek and Saska Kępa will be immediately equipped with the latest devices available on the market. There will be a total of 155 parking meters there.

All of them will support a range of modern payment methods (card, NFC, BLIK, etc.). Thanks to the built-in QR code reader, they will also allow you to extend your parking time. Currently, this option is only available in mobile applications, which will of course also work in the new zone.

In addition, nearly half of these devices will still accept cash payments; the popularity of this type of payment is gradually declining, while the cost of maintaining such parking meters is the highest.
