The fire brigade is to once again check the ventilation in the tunnel of the South Bypass of Warsaw this week. During the first smoke-free attempt, the firefighters refused to accept the investment. The General Directorate for National Roads and Motorways ensures that it has made modifications to the ventilation control.
– Before the 4.5-kilometer section of S2 is put into operation, the Puławska junction – the Warszawa Wilanów junction with a tunnel over 2.3 km long, must be successfully completed with tests and acceptance procedures – noted in an interview with the Polish Press Agency, spokeswoman for the Warsaw GDDKiA Małgorzata Tarnowska.
POW tunnel acceptance procedures
She pointed out that these are the requirements of the Act on Public Roads, Construction Law and the so-called Tunnel Directive of the European Union. – The facility must pass all necessary controls to ensure full safety of drivers – she emphasized. And she added: – Due to the modifications introduced in the ventilation control, firefighters will start the inspection in the tunnel in the S2 route later this week. We are waiting for the opinion of the Sanepid, which also participates in the acceptance procedure – she said.
She informed that the next step would be to submit an application to the Provincial Building Supervision Inspector in Warsaw for a decision on the use permit. – It’s a complex administrative procedure. WINB employees have to check the extensive as-built documentation, then carry out a field inspection and issue an occupancy permit, she explained.
– The final stage of the acceptance process is the control of the Mazowieckie Voivode. After checking the safety documentation and receiving the opinion of the safety officer, it will give permission to open the tunnel. This decision will give us the green light to allow for S2 traffic between the Puławska and Warszawa Wilanów junctions, along with the tunnel, she said. And she added that according to the assumptions it will happen this fall. GDDKiA consistently avoids giving a specific date.
The firefighters refused to accept the investment
Let us recall: the ventilation will not work properly during the last smoke test. Firefighters started a controlled fire in the tunnel to check the security systems. It was impossible to say that they were working properly, so they refused to accept the investment.
From December 22, 2020, drivers have at their disposal an over 15-kilometer section of the South Bypass of Warsaw between the Warszawa Wilanów and Lubelska junctions along with the new bridge over the Vistula. The route can be accessed through four interchanges: Warszawa-Wilanów, Wał Miedzeszyński, Patriotów and Lubelska.
The total cost of the construction of the three sections of S2, forming a part of the Southern Bypass of Warsaw, is approximately PLN 4.6 billion, of which nearly PLN 1.7 billion is co-financing from the European Union under the Infrastructure and Environment Operational Program.
