Warsaw. The city took over the Przyjaźń housing estate. City hall announcements, proposals for residents

The Przyjaźń estate will continue to be used for residential purposes, and the neglected houses located there will be gradually renovated – assured the capital city hall. At an extraordinary session, convened at the request of PiS and Left councilors, Razem i Miasto jest Nasze, Vice-President of Warsaw Tomasz Bratek reminded that the city has a proposal for each group of people living there.

The Academy of Special Pedagogy (APS) leased the area of ​​the Przyjaźń Housing Estate from the city for five years. The lease agreements she concluded with the tenants ended at the beginning of May. The area was taken over by the city. Residents, entrepreneurs and students appealed to councilors for help and explanation of the situation. On their behalf, the councilors requested to convene an extraordinary session on this matter.

Vice-President Tomasz Bratek presented the tenant structure of the Przyjaźń estate. The first group of about 200 people is former academic teachers and their families who have had contracts for an indefinite period for many years. – In the case of such contracts, the city represented by the mayor assumes the rights and obligations in the existing contracts (signed with APS – ed.) – he said.

The second, particularly important group is: students. Today, there are about a thousand people from several Warsaw universities. – From the very beginning of the academic year, they had contracts signed until May 9 – added Bratek.

The estate also has approximately 90 entities conducting business activity, which also had fixed-term contracts until May 9. There is also a group of approx. 250 people who came into possession of premises in a way unknown to the mayor of Warsaw – this includes: former APS employees and former students who had contracts signed by May 9.

– The last group that was identified in the Przyjaźń Housing Estate was people living there without any contracts. We cannot say at the moment what the number of people is, said the vice president.

Interest in the solutions proposed by the town hall

Bratek explained that when APS was dealing with this area, places in the premises were made available in an uncontrolled manner. He emphasized that due to the poor technical condition of the buildings, the rental rates were very attractive and amounted to PLN 11-12 per square meter.

He said that in order to clarify this matter and calm down the tenants, students were given the opportunity to extend their contracts until the end of the academic year – for three months.

– Currently, 857 students are interested in this solution. We have already signed 640 contracts. At the same time, we already have 40 applications to terminate these contracts and return the rooms, noted the vice president.

– The remaining residents whose contracts ended were informed about the possibility of submitting an application and concluding an agreement with the State Treasury in an extraordinary, non-tender procedure for a period of one year, after providing the Mayor of Warsaw with detailed information about their housing and living situation – emphasized Bratek.

Of the 200 people whose contracts ended, 40 people have submitted such applications today.

The Vice-President noted that so far no one has applied for housing or social support.

Bratek informed that a very important issue affecting, for example, renovations is the issue of claims that are not considered at the level of the mayor of Warsaw, but at the level of the appellate instance.

– In fact, only the professors' estate and narrow strips of land as well as Konarskiego Street are not covered by claims – he added.

The Vice-President also presented the assumptions of the spatial development plan for the Przyjaźń housing estate adopted in 2022.

– The plan requires the preservation and protection of the existing layout and spatial composition of the estate by preserving the original buildings, their character, road layout and protection of greenery – he said.

Bratek also responded to questions about the situation of the employees of Osiedle Przyjaźń. – The termination of the lease agreement does not create an obligation to take over the employees of the current lessee – he said. He explained that employees were informed about the competitions in the city hall offices.

Entrepreneurs can also sign contracts for a year, but the technical condition of the buildings they occupy must be such that they can be used. – 75 entities have registered so far. After a year, after verifying the technical condition of the buildings, we will consider the possibility of further leasing them, through a competition, as required by the law – said Bratek.

Water installation is a priority

He also noted that there is a problem with the water installation in the estate, which does not guarantee that water will be supplied to the fire extinguishing system at the appropriate pressure. – At the moment, the renovation of this installation is a key investment – he added. He said it would most likely start at the end of next year.

Bratek noted that the city has already allocated several million zlotys for the inventory of the Przyjaźń housing estate, which took place in 2022. He said that the cost of constructing underground infrastructure that allows residential buildings to function is approximately PLN 25-28 million. He reminded that if some of the buildings are entered into the register of monuments, the cost of renovating wooden buildings will double. – Currently, the cost of renovating one dilapidated wooden building is approximately PLN 2 million – he added.

He recalled that there is a Karuzela club on the premises, which was withdrawn from use due to fire reasons. It was not used as a residential building. The city estimates the cost of its renovation at PLN 20-25 million.

Income from the rental of 460 residential and service premises and student rooms in brick and wooden buildings was estimated at PLN 17 million, of which PLN 9 million comes from the rental of three brick dormitories.

– Only after a year will we be able to verify whether these rates and income are real. This money from the lease goes directly to the state budget, and the money for the renovation must be included in a PLN 4 million subsidy from the voivode, Bratek noted.

He said that the city, together with the voivode, has established a team that will look for additional financing opportunities. – We are counting on money under the KPO for dormitory infrastructure and its adaptation to the requirements related to climate neutrality – he added.

The nephew reassured the residents that no one would throw anyone out of the house. He also emphasized that so far the city has not received any contracts, hence the city will check what the residents need during the year for which the contracts have been extended.

Osiedle Przyjaźń was established in 1952 for employees employed in the construction of the Palace of Culture and Science in Warsaw. At the peak of the construction of the Palace of Culture and Science, 4.5 thousand people lived in the estate. people. After construction was completed in May 1955, the estate was handed over by the city authorities to the Ministry of Higher Education for student housing for Warsaw universities. In September 1955, approximately 3,000 people lived there. students, as well as research workers. The estate was then named Przyjaźń. On an area of ​​32 ha, 33 student dormitories, 9 assistant hotels, 19 assistant blocks, 77 single-family houses for university employees and 2 workers' hotels were built.

Nowadays, the former housing estate of the builders of the Palace of Culture and Science consists of two parts: multi-family buildings serve as student homes, and single-family houses house academic workers or their descendants. It is owned by the State Treasury.
