A characteristic tenement house with walled up windows, which stands among the skyscrapers at the UN roundabout, will probably go on sale. This year, the building passed from the District Board to the Malicial Office of the Capital City of Warsaw Warsaw. The town hall representative emphasizes that the future investor will be able to use the potential of this place only under the strict control of the monument conservator.

Lejba Osmosa tenement is located at the junction of Twarda and Ciepła streets right at the UN roundabout. He catches the eye – ruined, shabby, with walled windows among modern office buildings. Is one of the last preserved so -called “Wolski Ostanians”. The building has been empty since 2009, when residents were tailored. The service points operating there have also been liquidated.

In 2019, by the decision of the Masovian Voivodship Conservator of Monuments, the property was sent to the register of monuments. Shortly afterwards, under the care of the Wola real estate management board, the tenement house underwent ad hoc maintenance. It was carried out, among others roof renovation.

In subsequent years, renovation works were not continued, and in January this year a decision was made to transfer a monument from ZGN Wola to the Property Office of the Capital City of Warsaw. Warsaw. Speculations about the sale of real estate have appeared in the media.

“Under the strict control of the conservator”

Marzena Gawkowska, spokeswoman for the capital city hall confirmed that the city is considering this possibility. – We examine the legal status, including claims and facts of plots in terms of their investment potential, as well as the possibility of future development – she said.

The representative of the town hall emphasized that both the front tenement house located at Twarda 28, as well as the building with outbuildings, located at Ciepła 3 along with the property and the chapel, are under the protection of the conservator of monuments.

– If a decision is made regarding the sale of real estate – the sale will take place in accordance with the provisions in the tender mode. Then the future investor will be able – only under the strict control of the monument conservator and, according to its guidelines – to use the potential of land, while maintaining the unique nature of these places, combining over a hundred years of history with modernity – said Gawkowska.

In Warsaw, successful projects to combine historic tissue with current functional use of the potential of the place have already been implemented. Gawkowska mentioned here: Hala Koszyki, Centrum Praski Koneser, Warsaw Browary and Norblin Factory.

Renovation too expensive

Officials we asked why the city did not undertake the renovation of the building and destiny for municipal flats. The answer is not surprising. Money is an obstacle.

– Experiences with other similar projects indicate that these are extremely expensive investments. In addition, the restrictions on buildings mean that large, high apartments can be built, the maintenance of which is expensive. Meanwhile, flats for municipal or social rental are intended for a less wealthy part of the city's inhabitants – explains Gawkowska.

– Importantly, sales funds always supply the city's budget and are also allocated to the development of Warsaw's housing resource or renovation of other historic real estate – he adds.

The building was part of the ghetto

As early as in the 19th century, wooden buildings stood in the area of ​​Twarda and Ciepła Streets. Around 1895, the then owner of the area Adam Adamski, decided to build a front tenement house in the southern part of the plot with two outbuildings. In 1911, the property and buildings were bought by Lejba Osnos, and then on its north side, next to the existing tenement house, a second front building was erected with a side outbuilding, which closed the building, creating a single -reference system

The date of the second building has not survived in the documents. It was probably built in 1918-1919.

Before the outbreak of World War II, he served as a tenement house. There were several service outlets on the ground floor.

The building was located in the Warsaw Ghetto since 1940. In 1942, the inhabitants of a small ghetto were forced to leave the houses, and the district was liquidated. During World War II, the north-east corner of the front building and part of the northern outbuilding were damaged.

Original decor

The Mazowieckie Voivodship Conservator of Monuments, entering the tenement house in the register before less than five years, emphasized that the original decor has survived on the two -speed staircase: stone stairs with profiled tinsel and a metal balustrade, with large spans filled with for a forged decoration with akanta -shaped applications.

“In the premises we will see, in turn, the original, panel door joinery, in the rooms also partially glazed, modest, woodcarving of the entrance opening (probably made secondary, before 1945), stucco decoration in the form of extensive facets, profiles and rosettes with floral and geometric motifs, one- and two-gray surface flooring (in kitchen rooms), as well as the remains of simple tiled stoves (created in the first half of the 20th century) ” – enumerated the conservator at the time.

In turn, marble stairs and ceramic, six-sided cream-gray floors have survived in the staircase of the neighboring building. The balustrade is metal with repeated geometric decoration. Here, the original door joinery or stucco ceiling decorations have survived.
