Warsaw. The construction of the last section of the second metro line has been delayed

Problems with the voivode taking over land will translate into the completion date of the last section of the second metro line. In distant Bemowo, the construction of three stations and a technical and parking station is underway.

Gazeta Stołeczna wrote on Tuesday that the construction of the metro in Bemowo will be delayed for another year and will cost PLN 100 million more. The schedule was disturbed by problems with taking over the property for the future technical and parking station. She worked there, among others: large concrete plant. According to an informant from “Stołeczna”, construction will last “until the end of 2026, if all goes well.”

Trzaskowski: delay is possible, there will be no annex

On Wednesday, we asked the mayor of Warsaw, Rafał Trzaskowski, about the matter. He confirmed that a delay is possible, but not for as much as a year. He admitted that the reason was obstacles in taking over the property.

– We feel that the voivode (Tobiasz Bocheński – ed.), who is now talking about how much he has done for Warsaw, made this process difficult for us through such – to put it mildly – administrative slowness. This created delays that might not have occurred, so it may turn out that this will affect the implementation date. Certainly not as serious as “Stołeczna” wrote, but it actually slowed down the work and caused additional problems. Instead of helping us, we were hindered – replied Rafał Trzaskowski.

He denied that the city hall was preparing another annex to the contract with the contractor – the Turkish company Gülermak. – There’s no reason. Knowing all the conditions, including the problem of the concrete plant, we agreed that this project would cost more. I don’t see any reason why it should cost even more after we added several hundred million zlotys, said Trzaskowski.

The annex increased the value of the contract from PLN 1.3 billion to PLN 1.95 billion. The deadline for completing the work was postponed from April 2024 to October 2025 (officially, this date is still valid today).

Bocheński: I did everything to hand over the plot as quickly as possible

Let us remind you: the owner of the plant was expropriated and the area was finally taken over by officials of the Masovian Voivode, Tobiasz Bocheński, on September 27, 2023. But the Municipal Transport Authority’s application for enforcement was submitted much earlier – on January 18, 2023. These were seven properties with an area of ​​almost four square kilometers. This is where the shaft from which the drilling disc was to be launched was planned, so it could not work on another section.

The voivode at that time was Konstanty Radziwiłł. Today, Radziwiłł is the ambassador to Lithuania, Bocheński is a candidate for president of the capital supported by PiS. The latter argues that he acted effectively in the matter of taking over the land.

– It’s a complicated matter. I had to budget one million zlotys for the execution, which ultimately did not take place. It could have been the biggest in history, but I did everything to give the city the plot needed to build the subway as quickly as possible. Without appointing a bailiff and without a tender for the demolition of the concrete plant. This did not happen because I expropriated these plots – Tobiasz Bocheński explained to “Stoleczna”.

Four kilometers of tracks, three stations and a base

The last section of the second line is almost four kilometers of a double tunnel and three stations: Lazurowa, Chrzanów, Karolin. At the end there will be the mentioned base – technical facilities for the entire M2 line, similar to the one operating on M1 in Kabaty.
