Warsaw. The contract for the construction of a park above the POW has been signed. What will it look like?

On Monday, a contract was signed for the construction of a linear park over the tunnel of the Southern Bypass of Warsaw in Ursynów, the investment had been promised since 2016. The park will be built on 12 hectares, the works are scheduled for completion in 2026, and their cost is PLN 43 million.

The Mayor of Warsaw, Rafał Trzaskowski, emphasized that the capital is already over 40 percent green. – But residents are constantly striving for even more greenery. That’s why, among other things, we create new parks – including linear parks, like the one in Ursynów. This is unprecedented: a two-kilometer park will be built in a very difficult place, above the ring road tunnel. There will be over a thousand trees and hundreds of thousands of bushes. Thanks to the diversified development of the park, all residents of the district will be able to use it, he added.

He explained that the investment was divided into stages so that these stages could be completed one by one. – I hope that in 2025 these first stages will be completed and in 2026 the entire investment will be completed. The park will perform various functions so that all residents of Ursynów can use it, he emphasized.

12 hectares of park

The new park will cover an area of ​​approximately 12 hectares. Instead of a green belt, rich vegetation will appear on a length of approximately two kilometers along Płaskowicka Street: about a thousand trees, over 100,000 shrubs, vines, perennials and ornamental grasses. There will be a promenade running along the entire length of the park, supplemented with a new system of sidewalks and walking paths. Residents will also benefit from, among others: from the recreation area and wooden terrace, which is planned over the rain garden.

– This is one of the most important investments in Warsaw. I’m glad that the contractor is also the park’s designer. This can greatly simplify the process. “Design and Build” is the right model, said Ewa Janczar, chairwoman of the Spatial Order Committee in the Warsaw Council. – Thank you to everyone who was involved in its preparation. We expect the first results next year, she added.

The mayor of Ursynów, Robert Kempa, emphasized that the park on the ring road will be the largest local government investment in Ursynów for at least a dozen years. – In 2023, we can finally start construction. On an ongoing basis, in cooperation with the Greenery Management Board and the President, I will ensure that all funds needed to implement additional elements in the park are involved. I will also do everything to ensure that the missing section of the bicycle path and a roundabout at the intersection of Płaskowicka and Lanciego streets are built in the near future – said Robert Kempa.

Park in six episodes

The entire investment covers the area along Płaskowicka Street, from Pilecki Street to Nowoursynowska Street. It has been divided into six sections, which will be implemented in stages. Each section has different characteristic elements.

On section number 1 (from Pilecki to Stryjeńskich Street) there will be three small squares. On one of them, a multifunctional shelter with swings, tables and benches will be installed. On section number 2 (from Stryjeńskich Street to Braci Wagów), a large clearing surrounded by vegetation has been designed, and on section number 3 (from Braci Wagów to Aleja KEN), a floor fountain is to be built on the square, and a large rain garden with a wooden platform will appear in its vicinity. A recreational zone with play equipment is also planned on this section.

A garden of the senses is to be built on section number 4 (from Aleja KEN to Lanciego); on section number 5 (from Lanciego Street to Rosoła), plants inspired by orchards will be planted near a small square with two large picnic tables, and on section number 6 (from Rosoła to Nowoursynowska Street), the shape of the existing embankment will change. Residents will be able to climb to its top. On the eastern side, there will be a shelter similar to the one on section No. 1.

The first works will start in 2024

The City Hall announced that the first works, including sections 2 and 3, are to start in the first quarter of 2024. Residents will be able to use the new greenery in this area a year later. Further stages – sections 4, 5 and 6 – will be completed in summer 2025 and autumn 2025. and in the first quarter of 2026. The construction of section number 1 is an additional option under the contract.

The Palmett company, which also designed the park, is responsible for the implementation of the investment. The value of construction works is over PLN 42 million, of which over PLN 33 million concerns the basic scope of work: implementation of sections 2-6 and maintenance works on sections 2 and 3. The entire investment should be completed in 2025. The entire park is planned to be made available to residents in the first quarter of 2026.

The park was promised in 2016

We wrote about the park, which is to be built on the Southern Bypass of Warsaw, for the first time in 2016. At that time, Robert Kempa, the mayor of Ursynów, hoped that the first shovel would be broken in 2021. However, new problems appeared every now and then. An agreement was needed with the General Directorate for National Roads and Motorways responsible for the construction of the tunnel, and the investment itself was delayed for several months. There was no project and no secured finances. The tender was announced in April this year, after seven years.
