At the Thursday session of the Warsaw Council, the councilors will decide on granting a vote of confidence to the mayor of the capital for considering the report on the state of the city and discharge for the implementation of the budget for 2022. Dariusz Figura, the chairman of the Law and Justice councilors’ club, announced that his club would vote against it.

During the session, the councilors will get acquainted with the report on the state of the city presented by the mayor of Warsaw, Rafał Trzaskowski. On its basis, they will decide whether to give him a vote of confidence.

The councilors will also hear information from the Audit Committee chairman on the results of the audit of Warsaw’s financial statements for 2022. They will also decide on the approval of Warsaw’s financial statements together with the report on the implementation of Warsaw’s budget for the previous year.

They will also decide on granting discharge to the mayor of Warsaw for the implementation of the budget for 2022.

PiS councilors will be against

PiS councilors will oppose the discharge of the budget. The chairman of the PiS councilors club, Dariusz Figura, in an interview with the Polish Press Agency, when analyzing the implementation of the budget, pointed out that the revenues in 2022 were about PLN 2.4 billion higher than expected. In turn, expenses – lower than assumed. – There was supposed to be a deficit, there is a surplus – he said. He added that it is probably the highest in the entire recent history of Warsaw’s budget.

Figura assessed that the 2022 budget was poorly planned. – Warsaw’s problem is not the lack of funds, but the lack of their sensible spending – he added.

He noted that in Warsaw there is a problem with sealing taxes. As an example, he cited property tax arrears. He also emphasized that the lowest degree of implementation of the income plan in 2022 concerned the sale of premises and real estate, the sale of public transport tickets and fees for municipal waste management.

The head of PiS councilors assessed that capital expenditures are lower than the most restrictive year in terms of pandemic restrictions in 2020. He emphasized that the largest investments that the city is now boasting about are topics that have been going on for many terms, i.e. the metro and the Museum of Modern Art.

The 83rd meeting of the Warsaw Council will be held on Thursday at the Palace of Culture and Science in the Warsaw Room. It is scheduled to start at 10 am.
