The capital city hall assures that the Przyjaźń Housing Estate will continue to serve as housing for students who feared the future of this place. The situation of entrepreneurs and private individuals whose contracts have ended is more complicated.
Academy of Special Education (APS) for five years leased the Przyjaźń Housing Estate area from the cityThe lease agreements it had concluded with its tenants expired at the beginning of May. The land was taken over by the city, representing the State Treasury.
Deputy Mayor of Warsaw Tomasz Bratek stressed on Tuesday that the Przyjaźń Housing Estate will continue to serve as a housing estate for students, where business activities will also be possible (this is permitted by the local development plan).
The Przyjaźń estate is a State Treasury area, on whose behalf the mayor of Warsaw acts as the starost. – The State Treasury does not have the task of meeting the housing needs of Warsaw residents. Therefore, when taking over this estate, we opened a special information point – said Bratek.
At this point in the estate, residents were informed about the forms of support provided by the city, not the State Treasury.
They will be able to move in from October 1st.
Almost a thousand students living in brick dormitories and 16 wooden houses took advantage of the city's assistance and signed contracts until the end of the academic year.
– Almost all students whose three-month contracts for the end of the academic year ended on August 10 have vacated their dormitory spaces to allow the city to carry out maintenance and inspection works. So that the brick dormitories can serve students from the new academic year – the vice president noted.
He said that universities will continue to conduct recruitment for dormitories and direct students to places in three brick dormitories. – Students who receive referrals in accordance with the regulations can move in from October 1. At the same rates – he said.
– We managed to inform all those who live in the estate under open-ended contracts that the capital city of Warsaw is taking over the rights of the party to the contract. I mean the president representing the State Treasury. In connection with this, these contracts are respected. This applies to over 200 individual contracts – Bratek emphasized.
What about the entrepreneurs and the rest of the estate’s residents?
The vice president added that there remains the case of 90 entrepreneurs and a group of about 250 individual entities who have no title to the premises they occupy, meaning that their contracts have either expired or they never had such contracts. – We only have information that the contracts were oral or have been lost – he said.
The premises occupied by entrepreneurs were divided into four groups. – We reviewed the rates, because they were very uneven. We established a median and offered an average price to all those who paid less. We are waiting for a response from entrepreneurs and then we will conclude contracts with them for a period of one year – said Vice President Bratek.
Out of the group of 250 people, almost 200 tenants have submitted applications for assistance in the form of a one-year contract. – At the moment, these 197 applications are being processed. In the case of 100 people, contracts will be concluded. Further applications are being checked. Please complete the declarations – said Bratek. He added that new contracts will most likely be signed at the end of September or in October.
– This year is for people who meet the criteria for providing housing assistance by the city to be able to join the queue or find another place in Warsaw in another way – he explained.
