Warsaw. The Management Board of Zieleni terminated the lease agreement for premises in Żeromski Park

On Wednesday, December 7, the Zieleni Management Board terminated the contract for the lease of the Powder House in Żoliborz. Officials are announcing a new tender, this time for seven years.

The place has been closed for over a month. As Magdalena Młochowska, the coordinator for green Warsaw, explained in an interview with Radio Kolor, according to the contract, activities were to be carried out there, events were also planned “on specific dates”, which ultimately did not take place. This was to be grounds for termination of the contract.

In turn, in an interview with “Gazeta Stołeczna”, the spokesperson of the Green Board of the Capital City of Warsaw Warsaw’s Karolina Kwiecień-Łukaszewska pointed out that there were two events that the lessee did not implement: from November 26-28. She indicated that – in accordance with the contract – a financial penalty was imposed on him for this reason and it would be deducted from the deposit. “Stołeczna” also reported that on October 18, the Zieleni Board received information about the closure of the premises due to a sewage failure. On November 17, officials conducted a vision there. It turned out that the water and sewage system had been rebuilt, which the tenant had not previously reported. This was also supposed to be a violation of one of the provisions of the contract, because – as explained by Kwiecień-Łukaszewska – the lessee is obliged to obtain permission to carry out the work. At that time, the company was called to resume operations, but did not do so.

What will be the future of this place? Magdalena Młochowska, the coordinator for green Warsaw, announced in an interview with Radio Kolor that the city intends to hold another competition, this time for seven years, so that “the tenant wants to invest more in the premises”. Who will run it, however, depends on the bids in the tender.

The previous restaurant operated for 10 years

Let us remind you that the previous premises – Prochownia Północna – was an important place on the map of Żoliborz. For 10 years, there has been a café club, offering relaxation on deckchairs, free concerts, performances, workshops, an outdoor cinema and collections. For a decade, the premises remained in the hands of one owner – Marianna Zjawińska. As we described on tvnwarszawa.pl, her the lease agreement expired at the beginning of 2022, which is why the Zieleni Board announced a competition for a new tenant. Zjawińska took part in it, but lost to the Dapius company. Among the criteria taken into account were: the amount of rent, experience in running gastronomy, the cultural program and the way of development. Residents and activists could not reconcile with the decision of officialsthere were protests. There was also an open letter to Mayor Rafał Trzaskowski signed by over 30 people from the world of culture. But that didn’t help.

Officials motivated their decision by: the amount of the rent. Dapius proposed 6.8 thousand. PLN per month, while the former tenant – 3.3 thousand. References regarding experience in running gastronomy were also important for the competition committee. As it turned out, these were issued to Dapius by Finals 11. The president of both entities is the same person. As we were informed in March this year, the spokesperson of the Zieleni Board, Karolina Kwiecień-Łukaszewska, Finals 11 is a separate entity in the light of the law, “even if there are personal connections between them in terms of board members or partners”. – The law does not prohibit such companies from cooperating or issuing references – she emphasized.
