Warsaw. The operator of Hala Gwardii says goodbye to the guests. The building will remain empty until the renovation is completed

The procedure for selecting the contractor for the works is in progress. When will the workers enter the hall?

The current operator, CBR Events, informed about the upcoming temporary closure of the Gwardii Hall in social media.

“We managed to build a place that Varsovians and tourists love, a place to which we love to come back every weekend. We breathed life into the hall, which stood empty and forgotten. only for a few years, we take a hoe to the sun, but the world belongs to the brave! The CBR Events team took up the challenge. Six years have passed since then. Hala Gwardii is a project made by people and for people. We are proud and moved by what we have achieved us to create and what the refreshed Hala Gwardii has become for the city. We believe that we will return to the Hala together after the renovation “- we read on the Facebook profile of Hala Gwardii. In a farewell post, the operator of the hall also invited to the last thematic events, which will take place in June.

The permission to use expires

The tender for the revitalization of the Hala Gwardii building was announced in 2020 in the public-private partnership formula. This means that the future tenant, in exchange for a comprehensive renovation of the historic hall, will have the right to lease this place for 30 years and profit from it. At the moment, a procedure is underway to select a contractor for the work.

Why didn’t the city decide to extend the contract with the current operator until the renovation started?

– Hala Gwardii is currently operating on the basis of a permit issued by the Poviat Building Supervision Inspector – the permit expires in June this year. The term of the contract depends on the permission of PINB. The current tenant of Hala Gwardii will therefore have to hand over the facility by the end of June – replies Jakub Leduchowski, deputy spokeswoman for the press office of the capital city hall. – Approval of the building by PINB for use after this date requires renovation, including, among others, roof structural elements. The decision on whether ad hoc repairs will be carried out to allow the PINB to extend the temporary admission of the facility to use, prior to the proper, comprehensive renovation of the facility, will be made by the partner selected in the ongoing procedure. Leduchowski adds.

The contractor will be selected in the fall

Leduchowski further explains that on April 7 this year, an invitation to submit offers was sent to candidates for hall operators. The deadline is just passing.

– This means that we should receive offers in June, but due to the time necessary to check them, evaluate them and formal procedures, the contractor will be selected and the contract will be signed in the autumn. Then we will also be able to estimate the date of commencement of works – admits Jakub Leduchowski.

Officials emphasize that the renovation must take place in accordance with the guidelines of the monument conservator. The contractor is obliged to renew and supplement the preserved details of the façade, e.g. cornices, balustrades and window bands, as well as to preserve all traces of warfare. The communiqué emphasized that the conservation guidelines do not allow large-scale and discount trade in this place.

The market stays

We reported on tvnwarszawa.pl about the controversy surrounding the proceedings. Activists from the City is Ours association demanded its annulment. They started a petition about it. The association argues that the lack of public consultations, a hasty decision to commercialize the hall and the bazaar and the non-transparent procedure (“The documentation lacks indications of the criteria for selecting the operator and which properties are offered to a private entity”).

Activists fear that giving the facility to a private partner for 30 years means losing the chance to restore it to its original function. They evoke examples from Barcelona, ​​Riga, Budapest and Vilnius, where halls from a similar period function continuously as city markets. In their opinion, the tender documents did not specify what the future of the bazaar adjacent to the hall will be. However, the City Hall has a clear position on this issue.

– The marketplace adjacent to Hala Gwardii will operate without any interruption – assures Jakub Leduchowski.
