Ample parking is not enough. Drivers regularly block the passage of buses on the Torwar terminus. The city guard claims that there are no grounds for punishment because it is not a public road. Signage doesn’t help either.
“Due to the blocked exit from the Torwar terminus, buses 109 and 171 end their journeys at the LEGIA-STADION 02 stop without entering the Torwar terminus” – such a message appeared on Tuesday morning on the website of Warsaw Public Transport. Not the first time. As described by Artur Węgrzynowicz from tvnwarszawa.pl, drivers more and more often park in the parking lot at Torwar so that buses have no way to leave the loop. He noticed such a situation last Tuesday.
Buses “trapped” on the loop
The driver of the red Infiniti blocked the passage of the number 171 bus. There were three other buses waiting “trapped” behind him. – The car is parked on the outside road, not in the parking lot. The bus driver was supposed to leave at 9.24 and is already one and a half hours late – described Węgrzynowicz.
A similar situation took place on May 25. Then the Volvo driver left the car blocking the entrance to the loop. We then asked Tomasz Kunert, the spokesman of the Public Transport Authority, about the matter. As he explained to us, the difficulties lasted a total of about 40 minutes. Buses could not reach the terminus and eventually stopped at the nearest Legia Stadion stop. Finally the Volvo drove away.
Pledged parking and its surroundings
Our reporter found out that then the municipal police were called and issued the Volvo driver a ticket. It was different with the Infiniti driver. – The municipal police and the traffic supervision instructed him that this is a private property and you cannot park here. However, he was not punished – determined Węgrzynowicz.
Why does history keep repeating itself? – The parking lot at Torwar is a large square free of charge, and the entire neighborhood is pledged. Drivers park on the pavement along Czerniakowska and on green belts. The cars are on the exit road from the parking lot, which does not allow buses to leave the loop – described our reporter.
The municipal police have their hands tied?
We also asked the municipal police about the matter. She admits that the problem has been going on for … 10 years. But, as Krzysztof Hajdas from the press office of the city guard pointed out, it has intensified recently.
– There are no grounds for intervention in this parking lot. There is inadequate signage there and, above all, it is not a public road, neither a traffic zone, nor a flat zone – he said in an interview with tvnwarszawa.pl. And he added: – It can only be treated as an internal road on which we, as the city guard, cannot intervene. There are signs saying parking, but there is no information on how these drivers should park there. Therefore, we have no grounds to intervene.
He stated that the situation with the land manager was also “not entirely clear”. – We try to help every time. This time we will come forward with a letter to regulate it – Hajdas assured.
We ask why the Volvo driver was fined. “We’ll explain it,” he snapped.
