The capital city hall warns against the effects of freezing rain and sleet. “The surfaces of streets and sidewalks are cold, so there is a risk of black ice, which is very dangerous for drivers and pedestrians,” officials warned on Tuesday afternoon. Salt plow trucks are working on the roads.

“Due to freezing rain, at 2:30 p.m., an operation of 42 sand spreaders began on bridges, viaducts and steep streets. At 3:50 p.m., we extended it to include other routes used by city buses. 170 sand spreaders are participating in the ALFA operation. Scope of work carried out in pedestrian areas, we first protect footbridges and stairs against black ice” – informed the City Cleaning Authority (ZOM), a key unit for snow removal in Warsaw. People were also asked to be careful when returning in the afternoon and evening.

Transfer nodes are a priority

The City Hall assured that the City Cleaning Authority assured that it monitors forecasts 24/7 and tracks current weather data using meteorological stations located in various areas of the capital. The actual condition of the surface is verified by field inspectors who are on duty 24 hours a day. “If necessary, ZOM will take necessary actions on streets and pedestrian areas,” the city hall declared.

More than 300 sand spreaders and plows can be deployed immediately on the 1,500 kilometers of streets used by public transport. Meanwhile, teams equipped with shovels and sand, as well as light sidewalk plows, work on 4 million square meters of pedestrian areas (including at stops and metro entrances) to clear snow and protect them from slipperiness. “Priority is given to places with the highest traffic, e.g. transfer junctions, as well as – which are particularly important for the safety of pedestrians – stairs and footbridges,” explains the city hall.

The city appeals to managers of other areas to check the condition of the surface and immediately sprinkle it in the event of deteriorating weather conditions. It is necessary to prepare the appropriate amount of sand in advance. Pedestrians and drivers should exercise extreme caution.

Who is responsible for the sidewalks and who is responsible for the streets?

The City Cleanup Authority is not responsible for every road in the capital. For express streets, including the Southern Bridge. Anna Jagiellonka and Gen. Stefan Grot-Rowecki is responsible for the General Directorate for National Roads and Motorways. Municipal roads on which buses do not run are taken care of by the offices of 18 districts, and local and internal land managers take care of local roads.

In turn, the General Directorate for National Roads and Motorways is responsible for sidewalks, as well as footbridges, stairs and bicycle routes along expressways, and the owners, managers and administrators of a given area are responsible for sidewalks adjacent to properties.

Sidewalks not adjacent to real estate on national, provincial and district roads are dealt with by the City Cleaning Board, and those not adjacent to real estate and bicycle routes along municipal roads are dealt with by district offices.

However, cleaning the sidewalks in ÅšródmieÅ›cie is the task of the Public Areas Management Board, in Praga Północ – the Praga Public Areas Management Board, and in parks – the Greenery Board.
