Andrzej Dera, minister in the Chancellery of the President, spoke in “Fakty po Faktach” on TVN24 about the possible dates of appointing a new government, headed by Donald Tusk, if the government of Mateusz Morawiecki does not receive a vote of confidence. He indicated “the most realistic date”.
The guest of “Fakty po Faktach” was asked whether the president had any information about how Mateusz Morawiecki the formation of a new government is underway.
– Mr. Mateusz Morawiecki has undertaken this mission and he is carrying it out alone, without talking to the president. The president entrusted, in accordance with the provisions of the constitution, the creation of this mission and the rest is the responsibility of the person entrusted with it – he replied. He added that “this is an independent mission carried out by Prime Minister Morawiecki and the president is waiting for the end of this mission.”
When can the president appoint a new government?
Dera was also asked about possible dates for forming a government Donald Tusk in a situation if Mateusz Morawiecki’s government does not obtain a vote of confidence. By November 27, Prime Minister Morawiecki must present the Council of Ministers’ action program to the Sejm and request a vote of confidence.
The Prime Minister, within 14 days from the date of appointment by the President of the Republic of Poland, presents to the Sejm the program of activities of the Council of Ministers with a request for a vote of confidence. The Sejm passes a vote of confidence by an absolute majority of votes in the presence of at least half of the statutory number of Deputies.
If such a vote is not granted, the Sejm has, in accordance with the provisions of the constitution, 14 days to choice new government. In this case, the cut-off date would be December 11.
In the event of failure to appoint the Council of Ministers pursuant to section 1 or failure to grant it a vote of confidence in accordance with section 2 The Sejm within 14 days from the expiry of the deadlines specified in section 1 or section 2 elects the Prime Minister and the members of the Council of Ministers proposed by him by an absolute majority of votes in the presence of at least half of the statutory number of Deputies. The President of the Republic of Poland appoints the Council of Ministers so elected and takes the oath from its members.
Dera provides the “most realistic date” for the president to appoint a new government
The host of the program, Grzegorz Kajdanowicz, reminded that the European Council summit will be held on December 14-15.
When asked whether Tusk’s government could be formed on December 12-13, Dera replied: – I think it is a real possibility.
– I think that the most realistic date, probably the first possible one, will be December 13. Because on December 12 (December – ed.), the president returns from Geneva. It is possible on December 13-14 (December – ed.), so there are no obstacles to it happening.
– So at 2 or 2 p.m. we have a new Tusk government? – asked the presenter. – The calendar says so. And there must also be readiness for this on the part of the possible new prime minister, it must be agreed, Dera replied.
