Włodzimierz Karpiński, former Treasury Minister in the PO-PSL government and current secretary of the capital city of Warsaw, will be arrested for three months, the court in Katowice decided late on Tuesday. The earlier request for arrest is related to the charge of requesting and accepting a financial advantage. The information was provided by the National Prosecutor’s Office.
Włodzimierz Karpiński (he agreed to give his name and image) was detained on Monday Central Anti-Corruption Bureau. As Stanisław Żaryn, the deputy minister of special services coordinator, informed, the case concerns corruption activities.
Prosecutor Łukasz Łapczyński, spokesman for the National Prosecutor’s Office, said that “the allegation concerns the demand for a financial advantage in connection with the change in the specification of essential terms of public procurement and the acceptance of a financial advantage in the amount of almost PLN 5 million”. Łapczyński also reported that the suspect did not confess and made an explanation.
90 days of detention. Court decision
After the prosecutor’s office’s request for pre-trial detention against Karpiński, on Tuesday evening the Katowice-Wschód District Court decided to arrest him for three months.
The prosecutor’s office justified its request, among others, with the high – in the opinion of the investigators – probability of committing the alleged act and the need to secure the proper course of the proceedings.
The session of the court in Katowice started around 7 pm. The session was closed to the media, but journalists could observe the interior of the courtroom from the outside, through the window. Karpiński, his attorney and the prosecutor appeared before the court.
At around 21:00 the meeting with the participation of the parties ended. The court’s decision was delivered after 11 p.m.
Former Minister of the Treasury, secretary of the capital city of Warsaw
Włodzimierz Karpiński is the current secretary of the capital city of Warsaw. He assumed the position in April 2021. Previously, he was the head of the Municipal Cleaning Company in Warsaw. Karpiński headed MPO from November 2019. In 2011-2013 he was Deputy Minister of Internal Affairs and Administration, and in 2013-2015 Minister of the Treasury.
Karpiński was detained in the investigation, in which the former Deputy Minister of Treasury Rafał Baniak was detained in early February, as well as Artur P., Wojciech S. and Waldemar K. They are suspected of arranging contracts worth PLN 600 million with the Municipal Cleaning Company in Warsaw.
– Włodzimierz Karpiński was charged with one charge, the client submitted extensive explanations in which he described his participation in the process of achieving PLN 300 million in savings by the capital city of Warsaw due to the management of the waste stream. He denied that he had ever consented to Mr. Rafał Baniak claiming influence in connection with the position of Włodzimierz Karpiński, and he has no knowledge that this would ever happen – commented the attorney of the detained attorney, Michał Królikowski, after Monday’s hearing.
