Wroclaw. Death of a 25-year-old Ukrainian in a sobering-up center [nagranie z autobusu]

A few hours before his death, 25-year-old Dmytro traveled by bus from Wrocław MPK. He sat quietly in the vehicle, and then probably fell asleep – this is how the monitoring recordings show. In the bus and at the bus stop – as shown by the camera footage – he was not aggressive. The man died in the Wrocław sobering-up center. And the case – after which the policemen intervening against the Ukrainian citizen were suspended – is being investigated by the prosecutor’s office.

On July 30, Dmytro Nikiforenko played with his friends on a barbecue with alcohol. In the late afternoon, he was returning from the party by bus N. At the Petrusewicz bus stop, the driver called an ambulance to him. However, the rescuers did not see any grounds to transport the drunk man to the hospital. The 25-year-old was taken to the Wrocław Center for Help for Drunken Persons. The police said he had behaved very aggressively during the intervention. The prosecutor’s office confirmed that the Ukrainian citizen died on the same day he was brought to the center.

“Gazeta Wyborcza” announced on September 2 that Dmytro died after police intervention. The journal established that the man was hit with gas, beaten with a club and strangled, as evidenced by the surveillance recording. In connection with this intervention, the city police commander in Wrocław decided to suspend four of the officers who intervened on the spot, and the procedure for expulsion from service was initiated against two of them. The investigation in this case is conducted by the District Prosecutor’s Office in Świdnica.

What happened at the bus stop?

We showed on Friday recording from the bus monitoring cameratraveled by a man on July 30. It shows how two paramedics – according to the record at 9:24 pm – lead the man out of the vehicle. Holding his hands on both sides, they lead to the bus stop shelter. The lifeguards seat the 25-year-old on a bench and stand over him for several minutes. While waiting for the arrival of the police, Dmytro sits quietly all the time, showing no signs of aggression. Meanwhile, he tries to call somewhere. Finally, at 9:34 PM the bus departs and the camera loses sight of all three of them.

He sat alone at the end of the bus

Now we publish fragments of recordings from the N bus, covering a total of several hours – from 6.40 pm to 9:24 pm, which is before Dmytro exits to the bus stop.

The bus’s exterior camera recorded at 6:41 p.m. four men getting into the vehicle through the back door. This is Dmytro and his colleagues returning from the grill. We know there was alcohol on it. Anyway, the recording clearly shows that the 25-year-old is staggering. His companions seat him at the very end of the vehicle. A few minutes later they leave the bus, and Dmytro covers the rest of the route on his own. The man is calm, he will not fuss. He probably fell asleep at some point.

The president of Miejskie Przedsiębiorstwo Komunikacyjne in Wrocław had already told us about how the 25-year-old behaved in the bus. – From the information I received from the driver, as well as from a detailed analysis of the monitoring, I can clearly say that the passenger behaved calmly throughout the journey. Both during the entire journey and later during a very long, over 1.5-hour intervention by ambulance workers – emphasized Krzysztof Balawejder.

At the loop, at the Petrusewicza stop – around 7:14 PM – one of the passengers draws attention to Dmytro. He unsuccessfully tries to make contact with him, tugs on his sleeve, talks to him, then goes to the driver. This moment later also approaches the 25-year-old, but has no contact with him. More passengers board the bus, but are soon asked to leave the vehicle. During this time, the driver calls an ambulance. The ambulance arrives at 19:58.

Lifeguards intervened on the busmonitoring

Medics say the 25-year-old is drunk and call the police. Nothing happens for a long time. The recordings show how the rescuers are staring at their phones for longer periods. They start to be more interested in the boy around 21.20. Four minutes later they take him to a bus stop.

It is not known what happened at the stop until the arrival of the police car. According to “Gazeta Wyborcza”, the policemen arrive at the scene around 10 pm. Half an hour later, a camera near the sobering-up center registers policemen leading Dmytro out of the police car. The daily writes that even then the 25-year-old has handcuffed hands, traces of gas sprayed on his face, and the officers lead him with his arms bent up and his head down.

The mayor of Wrocław writes to the head of the Ministry of Interior and Administration

The mayor of Wrocław, Jacek Sutryk, spoke on Tuesday. In social media, he published an appeal to the Minister of the Interior and Administration “in connection with the recent disturbing events involving the police in Wrocław”.

Sutryk, in addition to the death of 25-year-old Dmytro, also recalls in the letter death of 29-year-old Łukasz z Psie Polewho also died after police intervention. The president “expects a quick and transparent investigation into the circumstances of both cases”.

The governor of the capital of Lower Silesia is convinced that the police, trusted by citizens, are “necessary for the proper functioning of the democratic state of law” and that “they play an extremely important role in upholding the law and ensuring security and social order”.

President Sutryk notes that over the years confidence in the uniform has been growing, and recent events “leave a mark on the image of the police”, and therefore asks the minister to personally supervise the ongoing proceedings.

Explain the circumstances of the death

On Monday, at a press conference, the head of the Ministry of Internal Affairs and Administration, Mariusz Kamiński, was asked about the police intervention in Lower Silesia. – All these matters are very carefully researched – Kamiński pointed out.

– I don’t want to pass premature judgments. If there were any violations of the law by the officers, all the consequences will be drawn, but please be patient. We cannot prejudge the guilt of the officers – emphasized the head of the Ministry of Interior and Administration. – There will be no protection for those who break the law, but we have to wait for the results of the prosecutor’s office’s findings, for internal proceedings that are fairly conducted – he added.

In addition to the death of Dmytro at the turn of July and August 2021, there were two more deaths of young men related to police interventions.

29-year-old Łukasz Ł. Died in hospital on August 2, a few hours after police officers intervened in his apartment in Psie Pole. The family of the 29-year-old called for help, fearing for the health of their loved one. Police said in a statement that the man was brandishing a knife at the officers. His sister, who is at the scene of the intervention, says she has not seen her brother with a sharp tool and claims that he was beaten by police officers.

August 6 in Lubin 34-year-old died after police intervention resident of this city. A few-minute-long video of the intervention has been uploaded to the network, in which you can see how the policemen are trying to incapacitate the man by, among other things, pressing him to the ground. The man tries to get away, screams and calls for help. At some point, the 34-year-old loses consciousness. You can see then how the officers try to wake him up by patting his face. Soon after, the man died. The prosecutor’s office investigates the misconduct and failure to fulfill obligations by police officers and the manslaughter of the victim.
